Strategic actions to support energy statistics

…Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. The document focuses on three aspects of energy statistics central to the EU4Energy programme and the development of statistics in the focus region: improving energy data quality, but also ensuring that statistics publications do not stay on the shelf, by encouraging their wide dissemination and use to support policy-making. The document is available both in English and in Russian. It explains actions that could be undertaken to improve statistics, drawing on the experience of the IEA’s participation in regional energy statistics programmes (such as INOGATE and MEDSTAT), discussions…

Energy Policies Beyond IEA Countries: Eastern Europe, Caucasus and Central Asia 2015

…Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan during 2013-14 and provides a summary of key recommendations for policy makers in the region. Energy policy analysis is conducted in line with the INOGATE Programme’s four main pillars of energy development: energy market convergence, energy security, sustainable development and investment attraction.
Started in 1996, the INOGATE Programme is one of the longest running energy technical assistance programmes funded by the European Union and works within the policy frameworks of the Baku Initiative and the Eastern Partnership. The INOGATE Programme co-operates with 11 partner countries to support reduction in…

                Belarus energy profile

Country overview The Republic of Belarus (Belarus) is a landlocked country in Eastern Europe, bordered by the Russian Federation (Russia) to the north and east, Ukraine to the south, Poland to the west, and Lithuania and Latvia to the northwest. Belarus covers an area of 207 595 square kilometres (km2) (40% of which is forested) and has 9.4 million inhabitants. Minsk, the largest city, is the national capital and home to 21.5% of the population; 77.6% of the population is urban and 22.4% is rural. Belarus has a diversified industrial profile. Despite a lack of natural resources…

                20 Renewable Energy Policy Recommendations

Renewable energy has grown rapidly in recent years, especially in the electricity sector where renewables now account for the largest power capacity additions globally. However, renewables still account for only just above 10% of final energy consumption and the energy sector remains dominated by fossil fuels. Renewables need to increase further and faster to bring about an energy transition that achieves climate targets, ensures energy access for all, reduces air pollution and improves energy security. These 20 recommendations provide guiding principles for policy making, based on best practices observed across IEA member states and partner countries. They can be adapted…

                Georgia 2020

Energy Policy Review The International Energy Agency (IEA) conducts in-depth peer reviews of the energy policies of its members and non-member countries. This process supports a holistic approach to energy policy development and encourages the exchange of international best practices and experiences. This report is the first in-depth review conducted by the EU4Energy programme (implemented by the IEA and the European Union) in the 2019-2021 cycle. It updates and extends the analysis of energy policies in the countries of Eastern Europe, Caucasus and Central Asia that the IEA conducted in 2015.
                Since the 2015 review, Georgia…

Partner Country Series - Clean Energy Technology Assessment Methodology Pilot Study: Belarus

Belarus faces the challenge of diversifying its energy mix and enhancing its energy security while also reducing greenhouse gas emissions. One of its priorities is to lower its heavy reliance on natural gas imports from the Russian Federation by producing more low-emission energy domestically, including renewable and nuclear power. While Belarus has managed to decouple energy demand from economic growth, a big potential remains for improved energy efficiency due to the country’s inefficient Soviet-era infrastructure and insufficient investments in energy. Thanks to a favourable regulatory environment and a promising potential for renewables, the IEA selected Belarus for…

Sustainable Transport for Georgia: A Roadmap

The International Energy Agency (IEA) developed this Sustainable Transport Policy for Georgia roadmap under the European Union-funded five-year EU4Energy programme, which supports evidence-based energy policy and data capabilities in Eastern Partnership countries, including Georgia. The roadmap supports sustainable transport planning at national and city levels, summarising legislation, planning documents, and research on passenger and freight transport. Key metrics include accessibility, safety, convenience, equity, energy efficiency, emissions reduction, congestion and service reliability. Policies and targets are proposed to help Georgia meet the United Nations’ Sustainable Development Goals and achieve its Nationally Determined Contribution (NDC) pledges. The government of…

Sustainable Bioenergy for Georgia: A Roadmap

An overview of the prevailing institutional framework related to bioenergy and associated policies opens this roadmap, followed by a description of the wider context of bioenergy supply and consumption in Georgia.
The body of the roadmap focuses on:
                Ensuring sustainable biomass supplies
                Modernising the consumption of biomass.
Current Georgian practices are summarised for these two areas, and examples of international best practices in bioenergy from IEA member countries are offered. The roadmap then outlines the policies, technologies and management practices needed for Georgia to harness its biomass potential securely and sustainably. These are presented as a set of overarching policy…
