2026 Electricity Grid Development Plan
…approved a 4-year investment plan meant to upgrade the national electricity grid, cater to an increasing domestic power demand and enable the integration of higher shares of renewable generation (which is expected to increase to 67% of national power generation), especially in underprivileged areas.The plan aims to upgrade 8,000 km of existing network, build 2,700 km of new transmission lines and establish 700 km of new interconnections under the sea level. The government foresees that the plan will generate around 80,000 new jobs, and reduce domestic greenhouse gas emissions by 17 million tons by 2026.

Electricity Transmission Network Development Plan 2021-2026
Spain’s Electricity Transmission Network Development Plan 2021–2026 sets out EUR 6.96 billion of investment in transmission infrastructure to support renewable integration and system reliability. In 2025, the government proposed an updated electricity planning framework aligned with the PNIEC, increasing investment to EUR 13.59 billion by 2030 and supporting 27.7 GW of new transmission demand and 5.3 GW in distribution networks. The update prioritises electrification, industrial demand, and grid expansion to accommodate higher shares of renewable generation.

Decree 21/2026 - Urgent measures to reduce energy costs, improve business competitiveness, and decarbonise industries
The Decree sets a new set of measures on electricity and natural gas prices. It notably introduces a special contribution of EUR 115 for 2026 to those entitled to the social bonus for electricity supply, and a temporary mechanism to control wholesale natural gas prices in Italy.

The support takes the form of a premium on top of the electricity market price. The measure has a provisional total budget of around €30.5 billion. The scheme is open until 2026 and aid can be paid out for a maximum period of 20 years after the new renewable installation is connected to the grid.
The measure aims at helping France progess towards its renewable energy targets without unduly distorting competition and is expected to contribute to the European objective of achieving climate neutrality by 2050. -

2026 Spring Power Supply Stabilization Measures
The 2026 Spring Power Supply Stabilization Measures address seasonal grid instability caused by high solar generation and relatively low spring electricity demand. The 2026 stabilisation period runs for 107 days, from 28 February to 14 June, which is 12 days longer than the previous year. Measures include adjusting generator output, lowering coal-fired plants’ minimum operating levels, expanding demand response, changing ESS charging schedules and controlling renewable output when needed. The government also introduced three-stage advance notices for curtailment and expanded Plus DR and time-of-use tariff measures to manage oversupply more predictably.

Electricity and natural gas price cap and compensation scheme (extensions of OUG 27/2022)
Romania’s electricity and natural gas price cap and compensation scheme under OUG 27/2022 has been repeatedly extended and modified. OUG 32/2024 extended the scheme to March 2026, while OUG 6/2025 maintained electricity price caps (RON 0.68–1.30/kWh depending on consumption) until June 2025 and gas caps (RON 0.31–0.37/kWh) until March 2026.
