Regulation on electricity supply, commercialisation and aggregation

Royal Decree 88/2026 reforms Spain’s retail electricity market framework. It regulates consumer rights, electricity suppliers, direct market consumers, independent aggregators, demand response, data access, flexible supply contracts, temporary contracted power adjustments, customer protection, the official supply-offer comparator and dispute resolution.
