        Israel endorsed a target of generating 10% of the country’s electricity from renewable sources in 2020. Solar thermal and photovoltaic power plants are expected to account for over 70% of total generation, with the remainder deriving from household PV units, wind energy and biomass.
        The statistical data for Israel are supplied by and under the responsibility of the relevant Israeli authorities. The use of such data by the OECD is without prejudice to the status of the Golan Heights, East Jerusalem and Israeli settlements in the West Bank under the terms of international law.

        Poland

        Poland’s energy system has seen progress on energy transition, despite its reliance on domestic hard coal and lignite. For example, Poland has one of the fastest growing solar PV markets in the European Union and has also seen a strong uptake of heat pumps. Poland is pushing to become a major player in offshore wind, aiming for at least 3.4 GW of capacity by 2030. However, stronger efforts are needed across all sectors to accelerate energy transition and Poland would benefit from greater electricity interconnections with the rest of Europe.

        Madagascar

        Around a quarter of the population of Madagascar has access to electricity, and only 1.5% has access to clean cooking facilities. In 2019, Madagascar’s energy mix was dominated by biofuels and wastes (85%), with oil products (11%), coal and hydro accounting for the rest of the total energy supply. In 2020, less than 5% of the population had access to clean cooking and 27% had access to electricity. The Government of Madagascar has set a target of reaching 70% electricity access rate by 2030.

An abundance of affordable hydropower has enabled the development of energy-intensive industries and a high level of electrification of homes and businesses with limited greenhouse gas emissions. Altogether, Norway has the opportunity to lead the world in new technologies for decarbonising hard-to-abate sectors.

        Luxembourg has a fossil fuel intensive energy mix driven by a high demand for transportation fuels, notably from transiting freight trucks and commuters. Despite this demand, the country is committed to reducing emissions. Its climate law sets targets for a 55% emission reduction by 2030 and climate neutrality target by 2050.
