                The Netherlands

The Netherlands aims to achieve net zero carbon emissions by 2050, and numerous measures have been introduced to support achievement of this goal. A competitive auctions process awards subsidies to renewables, hydrogen and carbon capture, based on avoided CO2 emissions. An offshore wind roadmap is driving rapid deployment and aims for 11.5 GW of capacity by 2030, while strong innovation programmes support deployment of key decarbonisation technologies. Electricity from solar has experienced an impressive growth, with the Netherlands ranking among the top countries in the world for installed PV capacity per capita. The Netherlands will need to closely monitor…

…establishing a low-emissions society by 2050. As an energy-rich country, Norway is in a unique starting position with respect to the energy transition. An abundance of affordable hydropower has enabled the development of energy-intensive industries and a high level of electrification of homes and businesses with limited greenhouse gas emissions. At the same time, as a major oil and gas producer and exporter, Norway will need to support an evolution of its energy sector amid the global energy transition. Altogether, Norway has the opportunity to lead the world in new technologies for decarbonising hard-to-abate sectors.

                Mauritania

In 2019, Mauritania’s energy mix was dominated by oil products (65%) and biofuels and waste (32%). In 2020, 43% of the population had access to clean cooking which is the highest share in West Africa. In 2020, 47% of the population had access to electricity. For electricity access, the country targets universal access in urban areas and doubling of the current rate in rural areas by 2024, with country-wide universal access by 2030. For clean cooking, the target is 100% access to LPG in urban areas and 50% access to LPG in rural areas by 2030.

Angola is set to become the largest producer of crude oil in Southern Africa, yet has also set the foundation for the sustainable development of renewables, through investments and supportive measures. Angola has particularly strong hydropower generation potential that remains underutilised.

                Singapore

Singapore is the region’s second-largest gas importer. The country is expanding its existing LNG importing facility and is seeking to become a major LNG trading hub. Singapore’s relatively small import needs raise questions about how quickly the hub would reach sufficient liquidity to operate efficiently, but it is nonetheless well placed to bring Asian LNG buyers and sellers together and has taken a major step forward with the creation of an LNG price index: the “SLiNG”.
Singapore has made important moves towards liberalising its gas market, providing the basis for more competitive price setting. These moves include…

In Malaysia, the share of gas in the power mix decreased from 67% in 2005 to 47% in 2015, led by policies to switch to coal in response to declining domestic gas production. The country holds a large share of Southeast Asia’s fossil fuel resources.

                Israel

Israel endorsed a target of generating 10% of the country’s electricity from renewable sources in 2020. Solar thermal and photovoltaic power plants are expected to account for over 70% of total generation, with the remainder deriving from household PV units, wind energy and biomass.

                Egypt

Egypt has initiated a number of energy sector reforms, gradually reducing electricity subsidies and introducing feed-in tariffs to promote renewable energy production. The energy sector reforms recently initiated by the country have resulted in a significant increase in investments which have boosted electricity production over the last 5 years and ensured a stable supply across the country.
Egypt also has plans to increase the share of renewables in the electricity mix to 42% by 2035.

                Tajikistan

Hydropower is the main source of energy in Tajikistan, followed by imported oil, gas and coal. However, Tajikistan's energy sector is prone to supply shocks, due to seasonal shortages. Energy policy focuses on providing uninterrupted energy access to all users while improving regional co‑operation and energy sector efficiency, but significant domestic and foreign investment will be necessary for continued energy sector development. Tajikistan is part of the EU4Energy Programme, an initiative focused on evidence-based policymaking for the energy sector.
