Gastón Siroit is an energy and mining specialist with over twenty years of experience across Latin America and the Caribbean. He currently heads the OEMLAC and serves as Technical Advisor to the Executive Secretary of OLADE, leading regional initiatives on energy transition. His work focuses on regulatory frameworks, climate and energy policies, and project implementation for low-carbon development. Previously, he served as Technology Director at Argentina’s Secretariat of Energy and earlier held senior roles within Total and Shell in Europe, Africa, and South America. Dave Turk
Former USA Deputy Secretary of Energy. Dave Turk joined the IEA in September 2016 and is currently the Acting Deputy Executive Director and Head of the Strategic Initiatives Office. He formerly served as Deputy Assistant Secretary for International Climate and Technology at the U.S. Department of Energy, where he coordinated the Department’s international clean energy efforts. He also previously served as Deputy Special Envoy for Climate Change at the U.S. Department of State, Special Assistant to the President and Senior Director for Congressional Affairs at the U.S. National Security Council, and in various capacities in the U.S. Congress.

Mary Burce Warlick
Deputy Executive Director. Mary Burce Warlick is the Deputy Executive Director of the International Energy Agency (IEA). A retired career diplomat and former U.S. Ambassador to Serbia, Ms. Warlick has held a variety of senior leadership positions at the U.S. Department of State, National Security Council and Department of Defense, serving in Washington and abroad. From 2014-2017 she served as the State Department’s Principal Deputy and Acting Special Envoy for International Energy Affairs and represented the U.S. on the IEA Governing Board Ms. Warlick holds a B.A. in Political Science and an M.A. in Law and Diplomacy.

Luca Lo Re
International Climate and Energy Analyst. Luca Lo Re leads the IEA work in the OECD/IEA Climate Change Expert Group. With OECD colleagues, he produces papers to enhance the understanding of technical issues in international climate change negotiations and Paris Agreement implementation. In particular, his works focuses on international carbon markets (Art. 6 of the Paris Agreement). He also leads the organisation of the annual IEA-IETA-EPRI GHG Emissions Trading Workshop, and supports various works of the Agency related to Net Zero.

Pablo Hevia-Koch
Head of Renewable Integration and Secure Electricity. Pablo Hevia-Koch is the Head of Renewable Integration and Secure Electricity at the International Energy Agency (IEA). In this role, he oversees work on integration of renewables in power systems, electricity security, power grids, and electricity market design, focused on both emerging and established economies. An electrical engineer by training, he holds a Ph.D. in Energy Economics from the Technical University of Denmark.
