Ukraine’s energy security 2026
Pre-winter assessment 2026-2027
About this report
As Ukraine enters its fifth winter of war, ensuring that residents retain reliable access to heat and power remains of the utmost importance. The country has worked to strengthen resilience, invest in passive protection measures for critical energy infrastructure and expand distributed energy resources, but faster, more sophisticated Russian drones could make power shortages likely in the coming months.
This analysis builds on the IEA’s 2025 and 2026 reports, Ukraine’s Energy Security: 2025 and Energy System Resilience: Lessons Learned from Ukraine. It provides an update on the latest developments through October 2026 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter, while also working to strengthen resilience for winter 2027-2028.
