Implementing gas market reform in Brazil: Insights from European experience

Paris Time
Webinar

Background information

As Brazil moves towards a more competitive natural gas market, international best practices becomes all the more relevant as a source of practical experience to inform the next steps of the reform process. In particular, the implementation of the Novo Mercado de Gás, Brazil’s flagship natural gas market reform package, is set to bring about major changes for the transmission and distribution sectors.

The webinar “Implementing the natural gas market reform in Brazil - Insights from European experience” will present key insights from the multi-year collaboration effort between the Ministry of Mines and Energy of Brazil and the International Energy Agency (IEA) focusing on gas market reform, which took place thanks to the support of the United Kingdom’s Prosperity Fund. A first phase of this collaboration, with a wide policy-focus, led to the publication of the IEA report “Towards a competitive natural gas market in Brazil” in October 2018, while the second phase focuses on reform implementation.

During the webinar, IEA gas market experts will present key findings from the IEA’s global gas market analysis included in the recent Gas 2020 report, as well as key aspects of European experience in gas market reform implementation focusing on crucial regulatory questions, including capacity allocation mechanisms, system balancing, gas storage and distribution sector reform. Additionally, the webinar will also address wider strategic questions, such as how Brazil’s gas industry can reap the benefits associated with a more diverse workforce, as well as how the growing gas sector can unlock lower-carbon technologies that could play a key role in the country’s clean energy transition.

This will be followed by interventions from five European experts who contributed to the IEA’s analysis on this topic, who will be joined by key stakeholders of the Novo Mercado de Gás.

Webinar participants will be able to submit questions in writing during the event, which will feature Portuguese-English simultaneous interpretation.
