Low-em. = low-emissions hydrogen. The EU Hydrogen strategy target is based on modelling results for the Fit-for-55 package. For the United Kingdom, the targets reflect low-emissions hydrogen, which includes both hydrogen produced from low-emissions electricity, from biomass, and from fossil fuels with CCUS.
