                The Action Plan for promoting the production and application of green building materials to support the implementation of the “Made in China 2025” strategy and the “Green Building Action Plan”.
                 
                Green building materials here are referred to as those that exhibit characteristics of “energy saving, emission reduction, safety, convenience and recycling”, which help to lower the natural resource impact and ecological footprint over the lifecycle of building materials.

                Minimum Energy Performance Standards (MEPS)

                In context, the appliance efficiency standards was introduced in 1988 following the Standardization Law of China. The law details rules for management, formulation, and implementation designating the State Council administrative department to oversee the process. The first batch of minimum efficiency performance standards (MEPS) occurred in 1989 to include 8 categories of appliances.
                 
                MEPS were created in 1989, and since then there have been a variety of improvements and additions to the regulations as technology improves. Now the policy covers a wide range of selected industrial, commercial and residential appliances.

                Energy Conservation in Government

                To improve the energy efficiency of government institutions during the 11th Five-Year Period, China required several reforms of government operation: - During reconstruction of government buildings - including heating, air-conditioning and lighting systems - 20 percent of the total construction area must meet the national building energy efficiency standard. - Government procurement must promote high-efficiency products and publish their list. - Government vehicle purchases must focus on low-oil-consuming vehicles. With these mandates, the Chinese state aims to save energy by 10% per unit construction area and per capita by 2010, relative to the baseline year of 2002.

                Import duty removal on wind and hydro technological equipments

                The Ministry of Finance, General Administration of Customs of People Republic of China (PRC) and the State Administration of Taxation implemented the decision to remove import duties and value added taxes on key technological equipments. The Catalogue on Key Technological Equipments includes products used to generate wind and hydro electricity.

                Solar PV feed-in tariff

                As of July 2011, non-tendered solar PV projects set up in China will be able to apply for a benchmark feed-in tariff.
                In Notice 1594 of July 2011, the National Development and Reform Commissions (NDRC) guarantees solar PV projects approved before July 1st, 2011 and put in operation by December 31st of the same year, with a 1.15 CNY/kWh tariff (18 USD cent equivalent).
                This tariff also applies to solar PV projects situated in Tibet and approved on July 1st or afterwards and approved before July 1st but not in operation by December 31st 2011.

                Notice on planning the exploitation and utilization of geothermal energy for power and heating

                The Notice provides a general guidance on short and long term development of the geothermal power in China for electricity and heat production.
                The short-term efforts will be focused on the exploitation of the geothermal power from shallow and medium-deep sources. The heat will be generated for heating purposes and power generation if applicable.
                In the long-term, the aim is to develop geothermal energy from medium-high temperature sources and from resources located in the hot dry rock.
