China’s Official Energy Finance in Emerging and Developing Economies Case 1. Uzbekistan 1-GW Solar PV Project
…Energy China acted as developer and sponsor, implementing the project through a fully owned local project company and coordinating design, engineering, procurement and construction across both sites.Led by Energy China, this project is one of the country’s first large-scale solar projects and plays a meaningful role in bridging the investment gap. Once fully operational, the two sites will generate an estimated 2 400 GWh of solar electricity annually – about 32% of Uzbekistan’s 2023 consumption – while avoiding 2.4 Mt CO2 and reducing natural gas use by roughly 520 million cubic metres per year. These savings directly support Uzbekistan’s…

Financing the ASEAN Power Grid Executive summary
…and secure energy transition A well-designed APG can unlock cost savings and promote longer-term energy security objectives. Leveraging geographic complementarity promotes cost-effective development and utilisation of the region’s resources. Previous analysis has found that higher levels of connectivity can significantly reduce operational costs, curtailment of variable renewable energy output and total generation capacity needs compared to a scenario of weak power system integration. Better utilisation of low-emissions generation can also prevent deepened dependencies on fossil fuel imports that are prone to supply shocks, as witnessed during the 2022-2023 global energy crisis which caused regional…

Agreement on Energy for Sustainable Growth
…government.
This negotiated agreement to reduce greenhouse gas emissions and increase energy efficiency is a framework action package, including a package of some 160 measures and actions to be implemented by the participating parties. A Standing committee with representatives of the group of parties is responsible for checking progress. Signatories to the Agreement share responsibility and commitment to achieve overarching objectives, average energy efficiency saving of 1.5% per year (adding up to a reduction of 100 PJ by 2020), 14% share renewable energy in total consumption by 2020 (16% by 2023) and creating at least 15.000 additional jobs " -

North Carolina Energy Efficiency Obligation
In 2007, the government of North Carolina introduced an energy efficiency obligation for all sectors except transport using electricity. Obligated parties include investor-owned utilities. The obligation seeks to achieve 0.25% incremental savings; public electric utilities must obtain renewable energy power and energy efficiency savings of 3% of prior-year electricity sales in 2012, 6% in 2015, energy efficiency is capped at 25% of the 2012-18 targets. Eligible energy efficiency measures target CHP specifically. Calculation of savings is based on deemed savings, metered savings and engineering calculations. The utilities are responsible for M&V and may use…

Transposition of the Directive on Energy Efficiency (2012/27/UE Directive)
…Directive on Energy Efficiency (2012/27/UE Directive) establishes a framework of measures for the promotion and improvement of energy efficiency in many areas, able to contribute to the achievement of national savings energy targets at 2020.More specifically, for building sector there will be a a strong boost to the redevelopment of the buildings of public administration and strengthening of instruments such as white certificates and energy audits. A large section is devoted to the measurement and billing of energy consumption - with the mandatory install meters "smart" condominiums within the 2016 - aiming to promote the reduction of energy consumption…
