Thermal Performance of Buildings - Federal Code Revision
…to sub-national goverments. These same regional and municipal agencies were responsible for enforcing the federal code, and for administering the energy audits of all new buildings prior to their occupancy. The 2003 also considered building geometry when establishing standards for reduction in energy consumption, similar to a German approximation of appropriate energy consumption metrics in place since 1975.To complement the SNiP Thermal Performance of Buildings SNiP, Russias federal authority published a technical manual to guide architects, builders and contractors in the design of structures in compliance with efficiency regulations: 23-101-2004 (Design of Thermal Performance of Buildings)

Global shocks have driven a surge in energy policy activity and government spending
…to remain near 2025 levels through 2030. The bulk of public spending has been directed towards longer-term investments in energy infrastructure, advanced manufacturing, renewable energy, energy efficiency and incentives for fuel switching. The report notes that the 2022 energy crisis linked to Russia’s invasion of Ukraine offers important lessons for governments on short-term measures to shield consumers from the effect of crises. Of the roughly $220 billion spent on consumer support that year, only around a quarter was targeted at households most in need, increasing the fiscal burden of those interventions. That crisis also prompted the adoption…

Austria can build on its strong energy ambitions through targeted reforms and faster delivery
…Austria is also a leader in developing an integrated plan for electricity, gas, hydrogen and storage infrastructure. The IEA report finds that Austria’s efforts to bolster energy security and reduce emissions reinforce one another. The review also highlights the major shift in Austria’s energy security position since 2022. Before then, Austria imported 80% of its natural gas from Russia. Since then, the country has diversified supply, increased its strategic gas reserve, strengthened infrastructure resilience and reduced market vulnerability to external shocks. Ongoing market reforms aim to further enhance Austria's energy security by speeding up electrification and optimising…

Outcome Statement of the IEA’s 11th Annual Conference on Energy Efficiency
…shelter consumers from price shocks. The first major oil shock in 1973 caused energy prices to surge and exposed the vulnerability of oil-dependent economies. In response, many countries introduced new energy efficiency policies, and without them global energy demand would have been twice as high today. More recently, Russia’s full-scale invasion of Ukraine in 2022 caused natural gas prices to increase, particularly in Europe, leading to a nearly 20% demand reduction in the residential sector, mainly due to accelerating efficiency measures. And at COP28 in 2023, for the first time in history, countries around the world agreed…

Natural gas markets, meanwhile, have gradually rebalanced https://www.iea.org/reports/gas-market-report-q1-2026 in recent years following the major shock that followed Russia’s invasion of Ukraine in February 2022. A wave of new LNG capacity https://www.iea.org/data-and-statistics/data-tools/global-lng-capacity-tracker between now and the end of this decade is expected to transform market dynamics. In Asia, the benchmark LNG price more than doubled in the first two trading days following the start of the conflict, while the European natural gas benchmark shot up by around 70%. Prices have eased somewhat from those initial highs, but they remain volatile and well above their pre-conflict levels.

IEA responding to major global energy security threat
…creating what our Executive Director Fatih Birol has described as “the greatest threat to global energy security in history”, with a larger loss of oil supply than in the oil crises of the 1970s and a larger loss of natural gas supply than during the 2022 energy crisis linked to Russia’s invasion of Ukraine.
In response, IEA Member countries unanimously agreed https://www.iea.org/news/iea-member-countries-to-carry-out-largest-ever-oil-stock-release-amid-market-disruptions-from-middle-east-conflict on 11 March to release around 400 million barrels of additional oil supply to the… -

How the crisis is reshaping energy investment
…East, countries and companies are rethinking their energy investment strategies in response to heightened concerns over energy security and the reliability of global trade flows.
The latest edition of our flagship World Energy Investment https://www.iea.org/reports/world-energy-investment-2026 report highlights how the current energy crisis is changing risk perceptions and bolstering moves towards greater diversification. Coming just a few years after the energy crisis centred around Russia’s invasion of Ukraine in 2022, today’s supply shock is expected to leave a lasting imprint on future investment priorities – particularly in Asia and the Middle East… -

Breakthrough Agenda Report 2025 Building
State of the transition Emissions Sectorial CO2 emissions trends have been fairly stable since 2018.Efficiency gains in buildings are improving energy use, but rising ownership of appliances and extreme weather increasingly offset these benefits.Emissions intensity of steel and cement is largely the same as 2020, while global construction activity has slowed in recent years. Cost Investment in building energy efficiency has risen over the past decade, but growth is now stalling, while spending on electrification grows steadily.High-efficiency building envelopes often entail higher upfront costs, constraining uptake in markets without dedicated financial support mechanisms.Strengthening the business…
