                Political agreements for hydrogen infrastructure regulation

                First political agreement on hydrogen infrastructure reached in March 2023, establishing Energinet as the developer/operator of the transmission network and Evida for the distribution network.
                A second agreement in April 2024 defined the economic framework and risk-sharing model for the hydrogen backbone from Esbjerg to Germany.

                German Sustainable Development Strategy

                Pledged to adopt time-bound commitments to procure low-emission steel, cement, and concrete. In May 2024, Germany released a document "Lead markets for climate-friendly raw materials" that defined thresholds for low carbon and near zero steel and cement. Germany already has an "Assessment System for Sustainable Building" which will be developed further to support low embodied-carbon buildings. Currently the silver standard is requied. LCA has already been in place for over 10 years. Federal procurements only accounted for 12% of all public procurements in the country.

                Future Strategy for Research and Innovation

                The Future Strategy is the framework for the Federal Government's research and innovation policy during this legislative period. With its 2023 strategy, Germany aims to strengthen its competitive industry, climate protection, health, and societal resilience. It describes a "learning strategy" which is intended to adapt to technological and economic changes, including through continuous monitoring, stakeholder engagement and attention to international competitiveness.

                National Climate Protection Programme

                The original National Climate Protection Programme, established in 2000, was updated in 2005 to ensure that Germany would be able to comply with its European and international level commitments to reduce its greenhouse gas emissions from 2008 to 2012 by 21% as against 1990 levels and thus provide a basis for further environmental policies after 2012. The update to the 2000 programme took stock of the federal governments climate protection policies in the intervening 5 years.                 The federal government's fuel strategy

                In 2004, in the framework of the national sustainability strategy and in view of international developments the federal government announced a strategic concept for the period up to 2020. This concept supports the market launch in Germany of alternative or renewable fuels as well as innovative drive technologies which seen from today's perspective are economical and environmentally beneficial in the long term. Furthermore, amendment of the Passenger Vehicle Energy Consumption Labelling Ordinance (Pkw-EnVKV) forms part of the strategy.

                Start Up Energy Transition

                The purpose of this platform is to help energy innovators have more impact towards the goal of net zero greenhouse gas emissions. To fulfil this, it raises awareness about emerging clean energy technologies in Germany as well as internationally and enhances networking among policy makers, industries and new entrepreneurs in the clean energy area. This annual award generates significant publicity and enthusiasm around clean energy technology internationally at relatively low taxpayer cost.                 Supply Chain Act

                The Act on Corporate Due Diligence Obligations in Supply Chains strengthens human rights and environmental protection in global supply chains. It obligates companies in Germany to respect human rights by implementing defined due diligence obligations, including protection against child labour, forced labour, and discrimination, protection against land grabbing, occupational health and safety, the right to fair wages, the right to form unions, protection against environmental violations.                 2023 Amendment of the Renewable Energy Sources Act (EEG 2023)

                The objective of the amendment to the Renewable Energy Sources Act is to further increase the speed of the deployment of renewable energy in Germany in a cost efficient manner. This is to be achieved through improvements in the regulatory approval of renewable energy plants which are presumed to be in the overriding public interest, increased renewable energy target and tender volumes, and  a number of further improvements for new investments in particular in onshore wind and solar energy. Additional measures are included to improve the local acceptance of renewable energy projects.

                Petroleum Stockholding Act

                The Petroleum Stockholding Act implements the European Union’s Directive 2009/119/EC and lays out a specific legal framework concerning the protection of Germany’s energy supply by stockholding oil and other petroleum products. The Petroleum Stockpiling Association is responsible for the creation and maintenance of these stocks. The Act was last amended in 2019.

                Package for the future – Hydrogen Strategy

                The German recovery plan intends to expand the role of hydrogen to decrease national reliance on coal. EUR 7 billion in government investments have accordingly been earmarked in for developing green hydrogen, with the following related measures :  - Germany plans to build a production capacity of 5 GW by 2030. Additional capacities of 5 GW will be built by 2035-2040.   - Hydrogen production will be done through tenders for electrolysis services, subsidies for building new plants, and new pilot programmes.   - Green hydrogen production will be exempted from the Renewable Energy Sources Act (EEG) levy.  - Hydrogen will be promoted in the…
