Recovery and resilience plan / Energy renovation of buildings/ Investments in energy renovation of buildings
…Resilience and Recovery plan, EUR 6.7 billion were earmarked for measures specifically dedicated to energy upgrades, in an effort to reduce emissions and improve the energy efficiency in buildings. These measures include: - MaPrimeRénov' programme for private households (2021-2022), to improve buildings, in particular energy upgrades as well as creating jobs in building renovations. - Upgrading public sector buildings, responsible for 25% of residential emissions in France. Part of the funding will be delegated to regions. - Energy efficiency upgrades for social housing (notably heating system improvements). - Energy renovation of SMEs, to improve thermal insulation and energy efficiency.

2.9 billion euro fund for research and innovation in battery technology
The European Commission approved under EU State aid rules, a second Important Project of Common European Interest (“IPCEI”) called "European Battery Innovation,” jointly prepared and notified by Austria, Belgium, Croatia, Finland, France, Germany, Greece, Italy, Poland, Slovakia, Spain and Sweden. With up to EUR 2.9 billion in funding, the project supports research and innovation that covers the entire battery value chain, from extraction of raw materials to recycling. Housing Energy Performance diagnosis (DPE) revision
…in 2018, the revised energy performance diagnosis (DPE) will come into force on 1 July 2021. The DPE provides information on the energy performance of a dwelling and, in particular, guides choices in terms of renovation work. The revision of the energy performance diagnosis takes into account a unified calculation method and more readable indicators (from A to G). It also takes into account the double energy-carbon threshold to determine energy labels. The policy is part of the French Plan France Relance to improve building's energy performance and upgrade overall standards (GHG emissions reduction) towards a green transition.

Law implementing EU regulation 2017/821 relative to minerals from conflict-affected and high-risk areas
…Areas. The OECD Guidance covers all mining companies that do business in areas defined as conflict-affected or high-risk areas. Additional detailed recommendations have been issued to companies operating in the tin, tantalum, tungsten and gold industries.The EU Regulation is based on a compliance approach by requiring due diligence efforts from importers. They must be transparent on the supply chain, share information with mandated independent authorities and monitor risks. In France, the Regulation is expected to apply to about 50 firms, mostly small and medium-sized businesses. The French implementing law provides additional provisions regarding enforcement and fines.

Electricity production through renewables

The support takes the form of a premium on top of the electricity market price. The measure has a provisional total budget of around €30.5 billion. The scheme is open until 2026 and aid can be paid out for a maximum period of 20 years after the new renewable installation is connected to the grid.
The measure aims at helping France progess towards its renewable energy targets without unduly distorting competition and is expected to contribute to the European objective of achieving climate neutrality by 2050. -
