The fund is used for the implementation of energy saving and efficiency measures in industry to reduce carbon emissions and final energy consumption. Said measures include:

Mandatory reporting of energy efficiency actions
To further support enforcement of energy saving measures under the Environmental Protection Act, parties to the energy agreement have developed a mandatory system for companies to report energy efficiency actions taken (this obligation is taken up in the Activities Decree under the Environmental Protection Act).
Reporting of efficiency measures must be done through RVO.nl (before july 1st, 2019). RVO provides information to assist obligated parties an electronic submission portal. Failure to comply may result in financial penalties.

Mandatory Energy Conservation of Government Office Buildings (No. 10/2005)
Government agencies and regional governments are obliged to implement best-practice energy saving measures as explained in the government guidelines and directives on energy saving in government buildings, and are mandated to report their monthly energy use in buildings to the National Team on Energy and Water Efficiency every six-months.

Renewable Energy Programme
The Renewable Energy Programme (PER) was part of the Energy Saving and Efficiency Plan (PAEE), which is, in turn, an annex of the National Energy Plan (Plan). The Renewable Energy Programme promoted energy security and diversification. In order to attain the objective set in the PER, i.e., to introduce 1 171 ktoe from renewables from 1991 to 2000, total investments costs were an estimated amount of PTA 334 000 million and total public aid (coming from all public administrations) was PTA 70 118 million.

Energy Management System - ISO 50001
In accordance with paragraph 1 of Article 10 of the Law of the Republic of Kazakhstan On energy saving and increasing energy efficiency (amended on 10.07.2012), from 1 of January 2014 the subjects of the State Energy registry consuming energy resources in the amount equivalent to one thousand five hundred and more tons of oil equivalent per year, are required to establish, implement and organize the work of the energy management system (SEnM) in accordance with International Standard on Energy Management ISO 50001:2011.
