Feed-in tariff for biomass
… the contract´s term must not be longer than 20 years; the companies shall be exonerated from payments of fees from the use of distribution grid and transmission grid.
Under the biomass feed-in tariff (Decree 367/010) dispatch is an integral part of the tariff design. Higher tariffs are offered for centrally dispatched electricity (utility-controlled) and lower tariffs for self-dispatched electricity (un-controlled).
Given that Uruguay has high penetration of seasonally and yearly variable large hydropower, as well as non-dispatchable PV and Solar, the dispatchability of biomass is seen as a valuable feature.

Wind power auctions (403-2009)
…of renewable energy, as proposed by the government (of which 300MW is wind).
The call for proposals was open to wind farms between 30-50 MW with a required local content of at least 20%. Requirements included that maintece after the first year should be done 80% by local employees and that the control center must be based in Uruguay.
Only one project could be awarded per bidder and PPAs could last for up to 20 years. The developers/generators had to bear the costs of connection.
The Auctions resulted in 3 projects with a combined capacity of 150 MW. -

Agreement on clean heavy-duty vehicles
…agreement that aims for all new heavy-duty vehicles (e.g. trucks) and buses to be emission-free from 2040 to achieve carbon neutrality in 2050. Further, by 2030, 30% of all newly sold trucks and buses must not emit CO2, and by 2050 all CO2-emitting trucks and buses must not be in operation. Law on biofuels
…biofuels, although the government can allow exceptions for national interest.Biofuel producers can choose to supply the public national fuel company (ANCAP) or to export to the international markets, though the government can limit export of biofuels to ensure that local demand is met. Biodiesel producers are also allowed to use up to 4000 liters per day for self-consumption. This law provides biofuel producers with fiscal incentives, including property and income tax exemption for ten years. In addition, biodiesel produced in Uruguay is exempted from a fuel specific tax (IMESI) for ten years from the publication of this law.
