…Review was prepared in partnership between the Government of Mozambique and the IEA. It draws on the IEA’s extensive knowledge and the inputs of expert peers from IEA Member countries to assess Mozambique’s most pressing energy sector challenges and provide recommendations on how to address them, backed by international best practices. The report also highlights areas where Mozambique’s leadership can serve as an example in promoting secure and clean energy transitions. It also promotes the exchange of best practices among countries to foster learning, build consensus and strengthen political will for a sustainable and affordable energy future.

Energy Efficiency Program in Public Buildings - PROCEL EPP
This Programme aims at reducing electricity consumption in buildings at the federal, state, and municipal levels. Conservation is promoted by disseminating efficient technologies in areas including lighting and HVAC systems. Initially, various energy analyses are completed to identify areas where demand reduction is possible. These analyses are followed by small pilot projects which have potential for replication on a large scale. The code aims at limiting heat gains/loss from building envelope and for ensuring adequate natural ventilation and day lighting.
To limit the heat gain/loss from the building envelope, the code specifies:
• Maximum value of Residential Envelope Transmittance Value (RETV) for building envelope (except roof) applicable for four climate zones1, viz. Composite Climate, Hot dry
Climate, Warm-humid Climate and Temperate Climate.

The program aims to set up a long-term mechanism to incentivise leaders in energy efficiency, so called 'Top Runners', which can be products, industry stakeholders and public institutions.
To be part of the Top Runner programme, products, industry stakeholders and public institutions must exceed specific energy-efficiency benchmarks set by the China Energy Label.
