Energy Efficiency Leader Scheme

Last updated: 16 April 2021

The program aims to set up a long-term mechanism to incentivise leaders in energy efficiency, so called 'Top Runners', which can be products, industry stakeholders and public institutions.

To be part of the Top Runner programme, products, industry stakeholders and public institutions must exceed specific energy-efficiency benchmarks set by the China Energy Label. It is expected that the government will regularly update the categories of most energy-efficient end-use appliances, most energy-efficient firms in high energy intensive industries, and most energy-efficient public institutions. The implementation guidelines set out in greater detail selection criteria and process for the Top Runner Programme.

The scheme involves seven Chinese government agencies, including the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Industry and Information Technology.
