Transport Project 2024
The government of VietNam plans to allocate VND422 trillion for transportation projects in 2024. This budget will support 34 major projects and 86 nationally significant components, focusing on enhancing transportation infrastructure in 46 provinces and cities. Key initiatives include the development of 5 railway projects, 2 airport projects, and both a toll road and a ring road.

In September 2011 the Government of Vietnam implemented the National Power Development plan to promote energy security, efficiency, renewable energy deployment and power market liberalisation. The goal is to increase the percentage of electricity production from renewable energy sources to 4.5% in 2020 and 6% by 2030 from 3.5% in 2010.

Decree No. 29/2026/ND-CP on the operation of the domestic carbon market
Decree No. 29/2026/ND-CP establishes Vietnam’s domestic carbon trading system, providing the legal and institutional framework for the allocation, registration, and trading of greenhouse gas emission allowances and carbon credits. The system operates through a centralized exchange integrated with national securities market infrastructure and includes a pilot phase from 2025 to 2028, ahead of full implementation. It builds on Vietnam’s MRV and emissions quota system and forms the basis of a national emissions trading system (ETS).

Support to Just Energy Transition Partnerships (JETPS)
Canada supports the JETPs in Indonesia, Vietnam, South Africa and Senegal. JETPS are financing cooperation mechanism, the aims of which are to help a selection of heavily coal-dependent emerging economies make a just energy transition. The goal is to support these countries' self-defined pathways as they move away from coal production and consumption while doing so in a way that addresses the social consequences involved, such as by ensuring training and alternative job creation for affected workers and new economic opportunities for affected communities.
