Petroleum Act
The Petroleum Act creates the Petroleum Committee, entitled to regulate and award concessions for the petroleum exploration and production in Thailand. Section 113 allows the Minister to award concessions to holders of Exclusive Petroleum Exploration Licences. The petroleum production period under any concession shall not exceed thirty years. The Committee can require the concessionaire to supply petroleum for domestic consumption and prohibit the export of petroleum. The Minister can, with a three-month notice, require concessionaires to supply petroleum for the purpose of having an adequate supply of petroleum for the demand in Thailand.Section 61 grants the Minister the…

The Omnibus Energy Act adopted in 2018 aims to launch the special auctions decided on in the coalition agreement. Within the next three years additionally, 4 GW for wind and 4 GW for photovoltaic panels shall be announced. The article 45(1) states that authorised Minister may direct the refinement, processing or production of petroleum or petroleum products. Article 37 gives the right to the Minister to change work programme, if the change is necessary to maximise the economic recovery of the petroleum in accordance with good industry practice.

Minister of Energy and Mineral Resources No. 36 of 2008 - Coal Bed Methane Commercial Utilisation
Establishes coal bed methane (CBM) as a strategic natural resource, a national asset controlled by the state.
If commercial coal mining companies or individuals find CBM as a by-product and flare it, they must "obtain the approval of the Minister." (Art 30.)
States that the utilisation of CBM shall be prioritised to meet the domestic need for energy (Art 31).

In May 2024, Germany released a document "Lead markets for climate-friendly raw materials" that defined thresholds for low carbon and near zero steel and cement.
