Proposal for an EU regulation on methane emissions reduction in the energy sector
As laid out in the EU Methane Strategy, the European Commission presented its first-ever EU legislative proposal for a regulation on methane emissions reduction in the energy sector. To abate methane emissions, the regulation introduces a stricter legal framework in the gas, oil and coal sectors, in order to limit methane leaks, venting and flaring.The proposal establishes an enhanced monitoring, reporting and verification regime (MRV) that requires all operators to submit annual reports of their source-level methane emissions. The Federal Council of Ministers introduced a Green Certificate Scheme project by royal decree dealing with the renewable-electricity market. It defined the procedures for licensing off-shore installations, for giving the guarantee of origin and the delivery of the green certificates. National Oil Reserves Agency Act 2007 - Renewable Transport Fuel Obligation
The National Oil Reserves Agency Act 2007 includes renewable transport blending fuel obligation and is amended regularly to reflect EU directives. The act was revised in 2024 to set a biofuel blending mandate of 21%, and 1% for advanced biofuel.The act was further revised in 2026. where the new obligation reaches 32%, including a specific sub-target of 5% for advanced biofuels and renewable fuels of non-biological origin (RFNBOs).

Since 1 January 2007, petrol and diesel producers and suppliers, such as oil companies and traders are obliged deliver a certain percentage (in terms of energy value) of their petrol and diesel sales in the Netherlands in the form of biofuels.
