Second amendment to Energy Industry Act (EnWG)
Second amendment to the Energy Economy Act further sets the basis for financing of hydrogen infrastructure via hydrogen network tariffs. For an interim phase an amorization account is established to prevent that high initial tariffs slow down the hydrogen infrastructure development. The law creates the legal basis for integrated network development planning for hydrogen and natural gas. First relief package of emergency measures agaist rising energy prices were announced by coalition on 23 February 2022 as part of “10 relief measures for Germany”. Law for the Agency for Industrial Security and Environmental Protection for the hydrocarbons sector
This law creates a new institution, the National Agency for Industrial Security and Environmental Protection in the hydrocarbons sector. The Agency's name was shortened to Agency for Safety, Energy and the Environment (ASEA). ASEA is tasked with regulating and supervising the oil and gas industry (entire value chain of hydrocarbons) and issuing legislation to control emissions. It grants ASEA the authority to inspect, verify, and levy sanctions on industry activities.The law was amended on 20 May 2021. No relevant aspects were modified. Law on Gas Supply
This Law applies to gas production, processing, transportation, storage and distribution, regulating its sale and use. It recognizes the need to protect human health and the environment as well as to promote efficient use of gas.
In particular, it determines that gas installations shall ensure that gas is not released into the atmosphere. Furthermore, it requires that consumers install and maintain detectors for gas leaks and carbon monoxide in construction sites. Additionally, it establishes that related permitting requests shall be presented together with documents concerning the efficiency of gas use and environmental impact assessments.

Energy Decree No. 10877/60 - Regulation of the Law 13660, relating to the production, refining and storage of solid mineral, liquid and gaseous fuels
This decree established safety standards and maintenance protocols for storage tanks. Art. 509 does note that “when, based on the volume of gases that must evacuate permanently, if necessary, may require installation of suitable devices for combustion thereof.” NOTE: Some of the provisions in this decree may run counter to methane abatement. For instance, Art. 388 requires “breathing holes” to allow the passage of gases out of storage tanks, with no requirement for capturing those emissions.
