The Petroleum (Minimum Operational Stock) Regulations
These regulations aims at providing a strategic reserve of petroleum products in the country, along with ensuring the continuity of supply of petroleum products in case of disruption of supply of the products, and stabilising domestic prices of petroleum products. The minimum operational stock days’ consumption has been reduced in comparison with the 2008 regulations. The strategic stock is maintained at 15 days of consumption. The government appoints, through a competitive process, several oil importers to stockpile oil at the Petroleum Strategic Stocks Bulk Storage Facility.

5th Petroleum Stockpiling Plan
The 5th Petroleum Stockpiling Plan updates Korea’s strategic petroleum reserve framework to strengthen oil supply security and emergency response capacity. The plan is intended to manage public and industry-held petroleum stocks, storage infrastructure, release procedures and coordination among government, KNOC and private oil companies in the event of import disruption or severe price volatility. It should be understood as an oil emergency preparedness instrument rather than a demand-side fuel policy. If the original plan text becomes available, the reserve target, stockholding days and storage-capacity figures should be added.

Government financial support for domestic clean technology production
On 19 July 2023, the European Commission authorized the German government to set up a EUR 3 billion State aid Scheme to support investments in the production of batteries, solar panels, wind turbines, heat pumps, electrolysers, carbon capture usage and storage, and critical mineral production. The German government has to date not granted the funds, or designed an allocation scheme.

Energy Law - Energy Reserves and Emergency Response
The Energy Law states that governments of provinces, autonomous regions, municipalities and large-scale energy enterprises must develop their own energy emergency plans. It states a subset of suggested measures, including price intervention and requisition of relevant energy products.The Article 54 states that the Government shall implement emergency dispatch of energy production, transportation, and supply, or directly organise these activities, and other necessary measures, in times of energy emergency, for which energy enterprises need to comply.

…when the use is technically or economically infeasible (Art 103). Flares must have automatic ignitions and combustion efficiency of 90 percent or greater (Art 106). Companies must submit annual reports that indicate volumes of gas flared and vented, volumes emitted during situations of emergency, composition of natural gas, and meteorological conditions during situations of venting and flaring (Art 110). ASEA reserves the ability to carry out inspection and supervision visits (Art 117), as well as to sanction infractions of the rules in accordance with the Law for the National Agency for Industrial Security and Environmental Protection for the Hydrocarbons sector.

Offshore Wind Energy Act (Amendment) - Increase of Expansion Target
…expansion target of 40 gigawatts by 2040. Offshore wind energy will make a major contribution to the total share of renewable energies in Germany. Renewable energies are planned to account for 65 % of total electricity consumption in 2030.
Germany's power network agency stated in September 2021 that it had awarded licences to build 958 megawatts (MW) of offshore wind capacity at zero subsidy for commissioning in 2026 in the country's North Sea and Baltic Sea territories.
