                Germany's Strategy on China to Manage Dependency in Critical Sectors

                Germany developed its first strategy on China focusing on key critical sectors including medicine, lithium batteries and critical minerals. While maintaining friendly trade and investment ties with China, Germany aims to reduce critical dependencies in critical sectors by diversifying its supply chains.The Federal Government would be applying export control procedures to ensure that German products are not misused for human rights violations and internal repression in China. In addition, grants from the federal government for research and development projects with China might be limited.

                Regulation relating to Petroleum Product Storing for Emergency Purposes (RPP)

                The regulation sets mandatory stocks to any importers or producers of petroleum products and biofuels in Norway. Norway imposes stockholding obligations (20 days of consumption) on oil importers and oil producers (article 2 RPP) who imported quantities of oil equal to or more than 10 000 Sm3 during preceding year (or who are expected to import/produce such quantities in the coming year).

Since the passage of the Energy Act 2016, authority over flaring and venting restrictions has been vested in the Oil and Gas Authority (OGA), which is an independent government-owned company.                 Royal Decree-Law 16/2017 of 17 November on the safety of offshore oil and gas developments

                This decree ensues Directive 2013/30/EU of the European Parliament on the safety of offshore oil and gas operations. It establishes minimum safety requirements for operations related to the exploration and development of hydrocarbons in the marine. Requisites for operators and concession holders include requirements for technical capacity, economic capacity and operating protocols based on systematic risk management. In particular, risks must be reported and managed through best available techniques at all times.  They must also consider the opinions of an independent verifier, who shall supervise the project throughout its life cycle.
