EUR 109.6 million to pay municipal energy bills
The Government of Hungary allocated a total of 44 billion forints (EUR 109.6m) to help local governments pay their energy bills in 2023. The measure supports 138 municipalities and 17 districts in Budapest with a total of 10 000 residents.

HUF 5 billion in fuel subsidies for municipal residents
The Government of Hungary allocated HUF 5 billion in subsidies to municipalities for the purchase of firewood and coal to help vulnerable communities amid the energy crisis. Until 28 April 2023, municipalities with under 5,000 inhabitants can apply for the non refundable direct grants under the program provided they have issued a municipal decree setting up the rules of distribution of the subsidies to their vulnerable residents. The government will pay out the grants to eligible municipalities by 15 September 2023.

Amendment of FDI screening rules
Government of Hungary amended its FDI screening rules through Government Decree No. 566/2023, introducing government pre-emption rights for FDI involving strategic solar power plant companies. This enables the Government to prioritize its acquisition over others. As such, under the FDI, the acquired company must transfer the asset to the Hungarian National Asset Management Ltd within siz months of it falls under the FDI decree. Small household power plants, i.e., power plants with capacity below 50 kVA are excluded from the pre-emption right. The act will come into force on 13 Jan 2024.
