The Action Plan 2008-2012 of the Energy Effciency strategy 2004-2012 includes 15 categories of measures on transport: Urban mobility plans, transport plans in firms and activity centres; Greater use of collective road transport means, railways in inter-urban transport, and maritime means for goods transport; Management of transport infrastructure, transport fleet, and aircraft fleets; Efficient driving of private vehicles, lorries and buses, and aircraft; Renewal of the road transport fleet, air fleet, sea fleet and private car fleet.

Integral Knowledge and Innovation Agenda (IKIA)
As part of the Climate Agreement and the coalition agreement, the policy framework for innovations has changed towards mission-oriented innovation programmes. In the Integral Knowledge and Innovation Agenda (IKIA) which was set in 2019, five missions are formulated that contribute to a deep emission reduction of greenhouse gases by 2050. The missions for 2050 are a CO2 -emission free electricity generation, buildings and transport, climate neutral industry and agriculture/nature. Main target of the legislation is GHG reduction target with milestones every 5 years reaching 80% GHG reduction by 2050 (vs 2020). It is applicable to all ships in the EU with a gross tonnage above 5000 regardless of their flag. RFNBO and low-carbon hydrogen can contribute to the GHG reduction target (GHG emission reductions are assessed based on well-to-wake basis). SIGHT Programme - Component I: Incentive Scheme for Electrolyser Manufacturing Tranche II
…open to all technologies (1.1 GW/year), one for indigenous producers (0.3 GW/year), and one for indigenous stack manufacturers (0.1 GW/year), each with defined bid ranges. Incentives are adjusted based on energy efficiency and domestic value addition. In July 2024, 23 companies were selected with significant oversubscription across all categories. Letters of agreement were issued to 13 companies by early 2025, including a 300 MW/year award to Wanree Energies. The scheme mandates increasing domestic content—from 40% in year one to 80% by year five—with some companies committing to 90% from the start.

Hydrogen Economy Roadmap 2040
In January 2019, Korea announced its Hydrogen Economy Roadmap. The Roadmap outlines goal of producing 6.2 million fuel cell electric vehicles and rolling out at least 1200 refilling stations by 2040. Additionally, the plan aims to roll out on the street at least 35 hydrogen buses in 2019 ramping this number up to 2000 by 2022 and 41000 by 2040.
