Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz EEG)
Germany has introduced tenders to support innovative projects that combine variable renewable electricity generation with hydrogen storage, with planned tender volumes increasing from 400 MW in 2023 to 1,000 MW by 2028. While green electricity used for hydrogen production is exempt from the EEG levy, it does not qualify for any additional incentives under the EEG framework.

TUV issued the world's first green hydrogen certificate
Germany technical services company TÜV Rheinland has issued the first ever green hydrogen and green ammonia certificate to the giant planned Greenfield Project in Oman. TUV said that it has been assessed and fulfilled all criteria for the entire Greenfield Project based on the defined production methods, transport methods and the applications of hydrogen. The project by ACME and Scatec will have 300 MW electrolysis in the first phase, powered by 500 MW PV, for the produciton of green ammonia.

PtX Platform
Germany launched a platform in 2022 that can connect projects in emerging and developing countries that aim to build local supply chains for hydrogen production from renewable electricity with grant and debt finance. In 2024 and 2025 it allocated its first USD 65 million to projects in Egypt and Morocco.

Renewed support for the automotive sector
Germany earmarked EUR 3 billion to support the development and production of climate-friendly vehicles as the auto industry grapples with challenges caused by the COVID-19 pandemic. This support will be allocated to three programmes: (1) "Zukunftsfonds Automobilindustrie" , (2) the extension of the innovation premium, and (3) the support programme for duty vehicles EUR 1 billion will be allocated to the "future fund for automotive industry" (Zukunftsfonds Automobilindustrie) from 2021 to 2025. Support scheme to rail transport operators
Germany announced a support scheme of EUR 1.1 billion to support freight and passenger railway operators using electric traction. The scheme was introduced in the context of soaring energy prices to alleviate the increasing costs of electricity experienced by railway operators, while also aiming to reduce carbon emissions of the transport sector by promoting the electrification. The support scheme will be delivered in the form of a monthly reduction in electricity bills for rail transport operators and it will be cover electricity consumption in the year 2023.

Economic Stimulus Package - Preventing levy increase
Germany's Renewable Energy Sources Act (EEG) introdcued a levy on consumer electricity prices to pay for energy transition investments. This surcharge was 6.756 ct/kWh in 2020. The German government, within its Corona economic stimulus package, will subsidise this surcharge in 2021 and 2022, to help ease the economic imapcts on households and businesses in the crisis. The surcharge was set to expand in 2021 to pay for additional solar generators, but the Federal Government decided to limit the EEG-levy to 6.5 ct/kWh in 2021. International Projects on the topic of green hydrogen
Germany and Canada have conducted a call for proposals for research and development grants focused on green hydrogen. This initiative aims to promote joint research and development of mutual interest between the two countries. Project teams must include at least three Canadian and two German partners. The funded projects under this call will address various topics, including hydrogen production, storage, transport, infrastructure, logistics, and the integration of hydrogen value chains into national energy systems. Hydrogen Core Network
Germany established a Hydrogen Core Network in June 2024, to be financed through network charges. The Network is meant to build and connect hydrogen production infrastructures.The German government is providing initial financing - the European Commission approved the provision of EUR 3 billion under EU State aid rules to support the construction of the Hydrogen Core Network (‘HCN').

JenErgieReal regulatory sandbox
Germany has launched in November 2022 JenErgieReal, a regulatory sandbox which aims at accelerating the supply of sustainable electricity and heat and transform the urban energy system in the city of Jena. Package for the future – Mobility
Germany wants to strengthen mobility while ensuring greater sustainability and climate protection. To this end, the mobility part of the Package for the future will implement the following measures: - Improve the vehicle tax (Kfz-Steuer für Pkw) for passenger cars in order to steer demand towards lower-emissions or emission-free vehicles.
