Market Transformation through Introduction of Energy Efficient Electric Vehicles Project (E-Trike Project)
…ADB) and the Clean Technology Fund (CTF), the DOE is implementing the Market Transformation through Introduction of Energy Efficient Electric Vehicles Project or the E-Trike Project to promote energy efficiency and clean technologies in the transport sector. It aims to reduce the sector’s annual petroleum consumption by 2.8 percent (based on 20 million barrels annual consumption in 2010) and to avoid CO2 emission of estimated 259,008 tons annually by shifting to 100,000 electric tricycles (e-trikes).
Timeline:
2012: commissioning of design
2013 - 2015: initial investment phase (PHP 500 million investment, 500 local jobs generated)

Registration Tax Benefit for All-Electric Vehicles
The ISV (Imposto Sobre Veiculos) is a registration tax that is only paid once when the vehicle is first registered in Portugal.
ISV is calculated on the basis of two criteria: the engine cubic capacity and CO2 emissions. Some types of vehicles, such as commercial and motorcycles, pay ISV based on the engine feature only.
In Portugal, there are no taxes for buying an used car - only pay the registration fee. There are no regional taxes too.
All-electric vehicles do not pay ISV nor IUC (Imposto Único Circulação / circulation tax). -

ACC Levies for plug-in hybrid electric vehicles
ACC levy rates for 2017/18 and 2018/19 will see owners of all electric vehicles (including owners of plug-in hybrid electric vehicles) pay reduced ACC levies as part of their annual vehicle licensing. This reflects a saving of around $68 per annum for electric vehicle owners. The changes took effect on 1 July 2017.
The change is a temporary measure that supports the Electric Vehicles Programme, and allows further work to be done on how the ACC levy system accommodates new vehicle technologies. -
