                Russia Sanctions Regime

Australia has announced various sanctions on Russia following Russia's invasion of Ukraine. Sanctions were first introduced in 2014 and later upgraded in 2015, 2022, and 2023. The measures announced in 2014 were specifically related to designated and declared persons and entities, while the measures introduced in 2022 included restrictions on the import, purchase or transport of certain commodities, such as oil, refined petroleum products, natural gas, coal, aluminium ores, alumina and related products, as well as other energy-related products.

Low emissions international technology partnerships and initiatives

Australia comits to spend $565.8 million in the 2021-22 Budget to support research and development and demonstration projects for low emissions international technology partnerships and initiatives. Co-funding research and development projects will enable Australia to make low emissions technologies more affordable and help the country develop its industry, while boosting job creation (up to 2 500 new jobs expected). The partnerships are expected to leverage $3 to $5 of co-investment for every dollar invested.

                Royalties System on Minerals

Australia's royalties system on minerals vary by jurisdiction. This system generally incentivises the production of critical minerals, particularly lithium, in comparison to previous legislation. The state and Northern Territory governments collect royalties on mineral production in return for granting the right to private businesses to exploit mineral resources within their jurisdictions. With limited exceptions, these take the form of output-based royalties imposed as a percentage of the value of production or, less commonly, the volume of production.Royalty payments are a deduction for company income tax purposes. In Western Australia, where lithium mining is prevalent, the Mining Amendment…

Australia's Commonwealth Science and Industrial Research Organisation’s (CSIRO) Gas Industry Social and Environmental Research Alliance (GISERA) originates from the collaboration between CSIRO, Commonwealth, state governments and the industry sector. The purpose is to deliver publicly-reported independent research, in particular to the advantage of communities living in gas development regions. Governments and policy-makers benefit from the research outcomes too.The topics of research entail social and environmental issues, such as water, marine environment, biodiversity, land management, human health and socio-economic impact.CSIRO’s GISERA was funded under the Gas Fired-Recovery plan with AUD 13.7…

Carbon Capture and Storage (CCS) Flagships program

Australia’s Carbon Capture and Storage (CCS) Flagships program provides support to a variety of demonstration projects focused on CO2 capture, transportation and storage. The objective of the program is to promote the use of CCS technology, demonstrate Australia’s storage resources, support trials, build capacity, and create links with international projects.

                National Low Emissions Coal Initiative

…Dioxide Technology project: The project aimed to progress PCC technology under the flue gas conditions that are common in Chinese coal fired power stations. The project looked at PCC process designs which provide lower energy requirements for the capture process.

Carbon Dioxide Infrastructure Assessment Project (CIAP): Provided the ability to identify potential onshore and offshore pipeline routes in and around Australia for transporting carbon dioxide to geosequestration storage sites.

Callide oxyfuel combustion project: The Callide oxyfuel combustion project demonstrated how oxyfuel and carbon capture technology can be used in existing power stations to generate electricity from coal with low emissions.

                Oman

Oman’s energy supply is entirely generated by nationally-produced natural gas and oil products and the country is a large exporter of oil and gas. The government has recently launched the “Residential PV Initiative" to foster the private use of solar PV.

Azerbaijan has one of the highest energy self-sufficiency ratios in the world as a major crude oil and natural gas producer. While the renewable sector has not seen as much attention, the government is now looking to stimulate investment and accelerate deployment, allowing for diversification of domestic energy consumption. In addition, the government is working on a new energy strategy that will set the stage for further policy shifts. Azerbaijan is part of the EU4Energy Programme, an initiative focused on evidence-based policymaking for the energy sector.
