Resolution no.18 - Establishing Energy Efficiency Requirements for Buildings and Structures
This Federal Law establishes energy efficiency requirements for buildings and structures for residential apartment buildings. Using baseline energy efficiency standards set in the 2009 Federal Law (261-??), energy consumption should be reduced every five years. The reductions are as follows: 2011 -2015: No less than 15% reduction relative to baseline levels.2016 -2020: No less than 30% reduction relative to baseline levels.2020 -Beyond: No less than 40% reduction relative to baseline levels.

Task-setting agreement 10 PJ for housing sector
Earlier covenants to stimulate energy savings in residential and other buildings by improving energy performance with at least two 'levels' in the energy label system were updated in 2012 (e.g. More with less covenant on private dwellins). Under the Energy Agreement in 2017 additional support measures were concluded in a socalled 10PJ (task-setting) convenant, such as additional information and improving energy services. Regulation on the Management of Industrial Emissions
The regulation establishes mandatory Emission Limit Values (ESD) based on technologically and economically sustainable Best Available Techniques (MET).Facilities must secure an SYD Certificate, which categorizes their environmental performance from Level A (100 points) down to Level F. Plants must achieve at least Level F by 31 December 2028 and reach Level D by 31 December 2030 to remain compliant. Prepared in alignment with EU Directive 2010/75/EU, the law mandates integrated pollution control and strict technical monitoring. Effective 1 December 2025, falling below Level D leads to certificate cancellation and legal administrative sanctions under Environment Law No. 2872.
