Regulation on the Management of Industrial Emissions

Source: International Energy Agency
Last updated: 16 April 2026

The regulation establishes mandatory Emission Limit Values (ESD) based on technologically and economically sustainable Best Available Techniques (MET).

Facilities must secure an SYD Certificate, which categorizes their environmental performance from Level A (100 points) down to Level F. Plants must achieve at least Level F by 31 December 2028 and reach Level D by 31 December 2030 to remain compliant.

Prepared in alignment with EU Directive 2010/75/EU, the law mandates integrated pollution control and strict technical monitoring. Effective 1 December 2025, falling below Level D leads to certificate cancellation and legal administrative sanctions under Environment Law No. 2872.
