Regulations on HVAC Systems in Buildings
Portugal legislated new efficiency Regulation on Heating, Ventilation and Air Conditioning (HVAC) Systems in Buildings in 2006, revising the national RSECE building code of 1998. Such revision complemented the Portuguese implementation of EU Directive 2002/91/CE on the Energy Performance of Buildings. The 2006 revisions establish strict standards for: - HVACs energy use; enumerating energy consumption limits in utilities of large buildings. - indoor air quality; assuring a reference indoor air renovation rate (legally fixed) and limiting the pollutant concentrations inside the buildings. - HVAC units design; limiting the installed power on HVAC systems and establishing a number of energy efficiency requirements…

Energy Efficiency Incentive Programme
The programme, which was launched on 1 January 2016, is to supplement and add strength to the funding programmes that already exist (CO2 Building Modernisation Programme and Market Incentive Programme). Double-funding is not permissible. The funding (grants) focuses on four priorities: - the installation of ventilation systems (ventilation package) in conjunction with measures to renovate the building envelope which are designed to prevent damage to the building (for instance, mould), - the replacement of inefficient heating systems with efficient ones (heating package); this includes measures to optimise the heating system (heating and heat distribution) which address the entire efficiency potential of…

Tackling methane emissions would strengthen energy security amid crisis
With methane emissions from energy sector near record highs, tried-and-tested abatement measures could make 200 billion cubic metres of natural gas available annually, new IEA analysis shows Methane emissions from fossil fuels remained at very high levels in 2025, with no sign they are declining globally, according to the IEA’s latest tracking update – although some countries are making progress, and the ongoing crisis in the Middle East is now highlighting the energy security benefits of abatement measures. The Global Methane Tracker 2026, out today, presents the IEA’s latest estimates for methane emissions from the energy sector…
