France-Germany-Italy Joint Communique on Critical Raw Materials
As part of a series of trilateral meetings designed to enhance co-operation on strategic priorities, the economic ministers of France, Germany and Italy convened to collaborate on the sustainable supply of critical raw materials. The Ministers issued this Joint Communique with the aim for deepening co-ordination on extraction and processing, as well as advancing the circular economy through recycling. The meeting, which was also attended by industry representatives, provided a platform for strategising on how to best provide support to mineral companies. France Law implementing EU regulation relative to batteries and waste batteries
France enacted a law on 22 April 2024 implementing EU Regulation 2023/1542 on batteries and waste batteries, alongside other provisions adapting French law to EU regulations across various sectors. Article 14, which outlines due diligence obligations for battery operations, will enter into force on 18 August 2025. This article applies to economic operators with annual net turnover exceeding EUR 40 million or those part of a group with consolidated turnover exceeding EUR 40 million. President Emmanuel Macron announced France 2030, an investment plan centred on the modernisation of several sectors of the French economy by 2030. The energy sector is highly concerned by the plan, accounting for five out of ten objectives stated, among which the aim for France to become a green hydrogen world leader by 2030, with at least two electrolysers gigafactories in France.
On 16th Nov, Macron announced 1.9b EUR for the development of clean hydrogen production technologies, through financing of projects; these resources are additional to the 7b EUR from the hydrogen strategy. -

| This programme earmarks budget up to EUR 30 million per project for projects with a minimum CAPEX of EUR 3 million. First call opened in December 2024 with the program running until June 2026 with one call per year. Technology should address at least one of the levers (1) Energy efficiency; (2) Change in the energy mix; (3) Modification of the material mix; (4) Carbon capture, recovery and storage.
