[UNDER DISCUSSION] 2025 local content requirements for electricity infrastructure projects
Indonesia has introduced a minimum local content requirement (i.e. Tingkat Komponen Dalam Negeri - "TKDN") of 60% for solar modules starting from January 1, 2025. This is currently in review as the Ministry of Energy and Mineral Resources (ESDM) has proposed a reduction in TKDN requirements for solar module PLTS to 40% to provide flexibility for investors in building such facilities in Indonesia, the proposal has not yet been approved by the government.

Just Energy Transition Partnership - Coal phase-out
Indonesia committed to achieving net-zero by 2060 at the latest, supported by complete coal-phase out by 2056. Furthermore, Indonesia has plans to bring forward its coal phase-out target to 2050 if funding is made available to Indonesia.

National Master Plan for Energy Conservation
Indonesia National Master Plan for Energy Conservation (RIKEN) sets a goal of decreasing energy intensity by 1% annually until 2025. In order to reach this goal, energy savings potentials have been identified as follows: industry 15-30%, commercial buildings 25%, households 10-30%. Once these potentials were established, a plan was formulated to achieve them; the plan includes fiscal incentives (tax deductions and soft loans) together with other instruments such as training and educational programs as well as energy audits.As of late 2014, a draft version of the RIKEN is awaiting approval. Biofuel Blending (Ministry Regulation No. 25/2013)
Indonesian Ministry of Energy and Mineral Resources (MEMR) Regulation No. 25/2013 is an ambitious biofuel program that aims to diversify domestic biodiesel consumption beyond the transportation sector (Indonesia’s main biodiesel consumer).
Regulation 25 amends MEMR Regulation No. 32/2008 and sets a more ambitious target for biofuel use (see tables below):
