EU hydrogen and gas markets decarbonisation package
The revised rules create a level-playing field, based on EU-wide rules, for hydrogen markets and infrastructure, and remove barriers that hamper their development. It creates the right conditions for existing natural gas infrastructure to be repurposed for the transport of pure hydrogen where this is needed (based on hydrogen demand and supply), which is expected to result in cost savings. The recast Gas Directive also introduces a system of terminology and certification of low-carbon hydrogen and low-carbon fuels, complementing the revised Renewable Energy Directive (EU/2023/2413)

Biomethane injection into the natural gas grid
Since 2011, a feed-in-tariff is in place for biomethane injection into the natural gas grid. A fixed tariff between EUR cents 5/kWh EUR cents 14/kWh is offered for a period of 15 years. This biomethane can be bought by any gas supplier or by the last resort buyer.

Federal Act on the Supervision and Transparency of Wholesale Energy Markets
The Federal Act on the Supervision and Transparency of Wholesale Energy Markets requires market participants to report information on their transactions and orders to the Federal Electricity Commission (ElCom). It also prohibits insider trading and market manipulation. The Act aims to increase transparency and strengthen the monitoring of these markets, as well as to reinforce confidence in their integrity.

Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources
… The rule did not cover liquids unloading, for lack of information. NOTE: The Trump Administration proposed amendments to these regulations in August 2020 that would have removed sources in the transmission and storage segment from the source category; rescinded the requirements to reduce volatile organic compounds (VOC) and methane emissions from these sources; and separately rescinded the methane-specific requirements applicable to sources in the production and processing segments. However, the 2020 rule was disapproved by a joint resolution of Congress under the Congressional Review Act, which was signed on 30 June 2021. Thus, the 2016 rule remains in force.

Emergency plan to mitigate and avoid the effects of natural gas supply
The Ministry of Industry and Trade established a state of emergency protocol for the gas industry, along with a security of supply standard. This standard categorizes consumers into eight groups based on their gas consumption type and defines five levels to limit gas supplies and five levels to interrupt deliveries to specific customer groups. The final level, known as the emergency stage, involves temporary halting natural gas supplies.
