                Renewable Gas Auction

In May 2024, the Portuguese government launched an auction for the centralized purchase of clean hydrogen and biomethane produced by electrolysis of water using  electricity from renewable energy sources. It will be composed of two parcels: 150 GWh/year of biomethane; and 120 GWh/year of hydrogen. The results of the competitive procedure were published in February 2025.

Centralized purchase of hydrogen and biomethane program

€140 million. Portugal's centralized purchase program for hydrogen and biomethane, announced by the Minister for the Environment and Energy, involves an electronic auction managed by the Wholesale Supplier of Last Resort (CURg). The auction aims to purchase 150 GWh/year of biomethane at €62/MWh and 120 GWh/year of hydrogen at €127/MWh, The program's goals are to boost renewable gas production, integrate these gases into the National Gas System, and support the country's decarbonization efforts towards a zero net emissions economy.

                New Gas Act

The new law for natural gas sector approving the reform of the sector.  The reform focuses on transport and distribution operators unbundling and natural gas market opening. The objective is to develop an open, dynamic, and competitive natural gas market, to increase competition in gas-fired thermoelectric generation, to make the national industry competitive in its different segments, to replace other fuels that emit more GHG. The new law also allows biomethane to have the same treatment as natural gas.

                Fuel Oil Price Mitigation Programme

Japan’s Fuel Oil Price Mitigation Programme provides subsidies to fuel wholesalers and importers to limit increases in retail prices of gasoline, diesel, kerosene, heavy fuel oil and aviation fuel. Introduced in January 2022, the scheme initially provided subsidies of up to approximately ¥5/L when gasoline prices exceeded a benchmark of around ¥170/L, before being expanded in 2022 with subsidy caps raised to around ¥25-35/L as global oil prices surged. The programme was repeatedly extended through 2023-2025 with adjustments to subsidy ceilings and trigger mechanisms to stabilise retail prices. In March 2026, in response to…
