Adjustments and improvements to Subsidy Policies for New Energy Vehicles

Energy-intensive company subsidy scheme
In March 2022, the Spanish government implemented subsidies for gas-intensive companies exposed to the effects of the global energy crisis. The EUR 500 million scheme is set to remain in force until January 2023. In addition, electro-intensive companies are entitled to a 80% reduction in electricity network access rates.

Household heating subsidy
On 26 October 2021, the Spanish government implemented a new package of measures to protect vulnerable consumers from the global energy price crisis. Taken together, the subsidies represent an average support worth EUR 90 per beneficiary for household heating expenses. This includes an increase in the budgetary allocation to the thermal social bonus granted to vulnerable consumers, whose individual amount and corresponding budget were further increased in October 2022.

2022 Electricity and gas subsidy for vulnerable households
Due to energy price hikes, the Colombian government electricity and gas subsidy scheme, which targets 12.4 million beneficiaries, has seen its budget rise in 2022. By the end of February 2022, it had reached the equivalent of 40% of the total amount disbursed in the previous year, and the cumulated cost for the third and fourth quarter of 2022 will go beyond COP 900 billion.The 2023 national budget restricts the scheme access conditions to the poorest households, while ensuring that half of electricity and gas expenses are covered in specific areas.

Temporary transport fuel subsidy
In an effort to shield domestic consumers from the effects of the global energy crisis, the Spanish government implemented from March 22 a EUR 0.20 general subsidy on transport fuels (diesel, LNG, petrol and biofuels). The scheme, which was initially scheduled to be phased out in July 2022, was later extended until the end of 2022.

Hainan Corporate electricity consumer subsidy scheme
In an effort to shield its consumers from the impacts of the global energy crisis, the Hainan Province enacted a manufacturing company-oriented subsidy scheme, based on electricity consumption during the third quarter of the year 2022. The support is distributed end October as follows:- CNY 10,000 subsidy to manufacturing companies consuming 40,000 to 300,000 kWh ;- CNY 50,000 subsidy to those consuming 300,000 to 3 million kWh ;- CNY 100,000 subsidy to those consuming over 3 million kWh.

2022 Increase in subsidy scheme for low-carbon vehicle purchase
In 2022, the Portuguese Environmental Fund support scheme is subsidising the purchase of low-emission vehicles, saw its allocation more than double relatively to the previous year (from EUR 4.5 million to EUR 10 million).

EUR 100 heating subsidy for all households
Federal heating premiumIn addition, it was previously decided on 1 February that a EUR 100 premium will be granted for all Belgian households, as a deduction from their electricity bill. The premium will be automatically granted between 18 April and 31 July 2022.Update: the EUR 100 Federal heating premium was distributed to 4.1 million households out of an estimated 4.9 million eligible. It was announced that applications would be received until 14 October 2022 for the 775 000 households which have not yet received the premium.
