The Rural Electrification Fund
The Rural Electrification Fund has the following objectives:
To provide loan and technical services for Rural Electrification Projects carried out by private operators, cooperatives and local communities and more specifically for those projects operating on renewable energy sources;
To encourage the utilization of electricity for production and social welfare purposes in rural areas.
In order to achieve its objectives, the Fund provides:
Concessional loans to diesel (85% loan with interest of 7.5%) and renewable energy projects (95% loan with zero interest).
Capital subsidies of 20-30% on the investment costs to renewable energy project developers on a reimbursement basis. -

Excise tax exemptions for biofuels
…conventional diesel to EUR 211 per 1000 litres for SMN 30. In effect, this meant that the RME contained in the fuel blend was not subject to excise duty. In 2008, an amendment to the act on excise tax exempts pure biofuels from any excise tax. For fuels with a high share of biofuel, the biofuel component is exempt from excise tax, as with the RME component of SMN 30. Biofuels Law (in relation to Directive 2003/30/EC)
In March 2006, Decree Laws 62/2006 and 66/2006 were passed, transposing into Portuguese law EU directive 2003/30/EC on the promotion of the use of biofules or other renewable fuels for transport. The law established indicative consumption targets on the use of renewable sources as a percentage of petrol and diesel. These were 2% in 2006, 3% in 2007, and 5.75% in 2008 and through to 2010. Government Vehicle Procurement Directives

Environmentally friendly cars include those powered by electricity, biogas or ethanol (E85). Since 2006, gasoline and diesel cars with less than 120gCO2/km of emissions are also classified as environmentally friendly.
As of February 2009, procurement requirements for light trucks have been suggested, limiting procurement to those emitting less than 230gCO2/km. Since February 2009, at least 50% of emergency vehicles must also be classified as environmentally friendly, up from 25% in 2008.
