Domestic Incentive Measures for Environmental Goods with Possible Trade Implications: Electric Vehicles and Batteries
…forefront of developments in this new industry and have implemented policies aimed at increasing their capacity to develop, manufacture and service electric vehicles. Direct government support has been concentrated in three areas: on improvingthe capacity and lowering the cost of storage batteries, on ncreasing the scale of deployment of plug-in hybrid electric (PHEV) vehicles and battery-electric vehicles (BEVs), and on developing the infrastructure for recharging electric vehicles. Such support is being provided by several OECD countries but also by governments elsewhere, including the People’s Republic of China, India, South Africa, and several governments in South-East Asia.

Highlights The gap in competitiveness in electric car manufacturing between new market-entrants located in China and incumbents in other countries has grown in the past 5 years. Battery electric car production costs are over 30% lower in China than in advanced economies, and around a third of the difference can be attributed to the battery. Pledges to Progress 2025 Summary of results
The Turning Pledges into Progress framework contains a total of 25 metrics in three categories: 1) target setting (“Targets”), 2) strategies for implementation (“Strategies”), and 3) disclosure and reporting (“Disclosure”). Target setting comprises six metrics related to emissions reductions and investment in clean energy. All the signatories to the Oil and Gas Decarbonization Charter (OGDC) are assumed to have the aim of achieving these targets. Strategies for implementation comprise eight metrics that describe steps companies can take to achieve these targets; and disclosure and reporting comprises 11 metrics allowing stakeholders to assess how companies publicly report information relevant to achieving the OGDC goals…

National Battery Strategy 2025
…2021 budget included additional EUR 300 million in funding for the Finnish Minerals Group (a special-purpose company wholly owned by the State of Finland) to promote investments for the production of precursor and cathode active materials used in lithium-ion batteries in the country. In 2022, Finland announced the development of a mine and refinery at Kokkola Industrial Park that will produce battery-grade lithium hydroxide for electric vehicles. The project will be operated by Keliber, a Finnish mining and battery chemicals company that was recently acquired from the Finnish Minerals Group by South African mining company Sibanye Stillwater.

Regulators from around the world convene in Paris as new network aims to tackle methane emissions

The meeting also highlighted emerging tools and resources to support regulators in developing and implementing methane regulations.The MR2R Network builds on the work of the IEA’s Global Methane Engagement Programme, which supports multilateral cooperation and regional outreach and capacity‑building, including through regional roundtables held to date in the Central Asia, Latin America and Sub‑Saharan Africa.The MR2R Network will support sustained collaboration among participating regulators, facilitating peer exchange, the development and dissemination of best practices, and continued capacity building on methane emissions regulation through future activities.
