National Methane Action Plan
In 2021, the Chinese government announced its intention to develop a National Methane Action Plan under the leadership of the Ministry of Ecology and Environment. This announcement follows the US-China Joint Declaration on Enhancing Climate Action at COP26, which included an increased emphasis on methane monitoring and abatement as a key strategy to reduce GHG emissions. Regulation on the Safety Production of Offshore Oil
The regulation strengthens safety in offshore oil production, aiming to prevent and reduce offshore accidents and occupational hazards. It applies to offshore oil exploration activities in all sea areas under the jurisdiction of the People's Republic of China. It has provisions regarding necessary inspections, safety systems and contingency plans. These include a certification survey after the construction of production facilities, periodic testing and inspections. Hazards or hidden dangers discovered during inspections shall be handled immediately. Opinions on Strengthening the Green and Low-Carbon Construction of County Towns
On 25 May, fifteen ministries including the National Energy Administration and the Ministry for Urbanisation reached a new consensus on promoting low carbon development in China’s country towns. Coming at the start of the current Five Year Plan, the newly forged collective approach will help to ensure action on energy transition at the grassroots level. The National 13th Five-Year Scientific and Technological Innovation Plan (Guo Fa (2016) No.43) was issued and implemented by the State Council of China in July 2016. Notice on preparing the 13th Five Year Plan on solar PV development (2016-2020)
The National Energy Administration (NEA) requests provincial energy departments to conduct research and prepare development plants for deployment of solar PV for period 2016-2020 that will ultimately feed into the 13th Five Year Plan of China.
