The Sunnylands Statement on Enhancing Co-operation to Address the Climate Crisis, released in advance of COP 28, reaffirms the commitment of the United States and China to work jointly and with other countries to address the climate crisis.
Among other climate commitments, the countries agreed upon a number of actions specifically targeting reductions in methane and other non-CO2 greenhouse gas emissions:

  1. Each country will implement their respective national methane action plan and continue to elaborate supporting measures.
  2. The two countries will establish a technical working group to develop methane reduction actions/targets for inclusion in the 2035 UNFCCC Nationally Determined Contributions (NDCs), co-operate on policy dialogue and support technical solution exchanges and capacity building.
  3. The two countries intend to co-operate on respective measures to manage nitrous oxide emissions.
  4. The two countries will co-operate to phase down HFCs and apply ambitious minimum efficiency standards for manufactured cooling equipment.
