He formerly served as Deputy Assistant Secretary for International Climate and Technology at the U.S. Department of Energy, where he coordinated the Department’s international clean energy efforts. He also previously served as Deputy Special Envoy for Climate Change at the U.S. Department of State, Special Assistant to the President and Senior Director for Congressional Affairs at the U.S. National Security Council, and in various capacities in the U.S. Congress.

Highlights Capital spending on low-emissions hydrogen projects reached USD 4.3 billion in 2024, an 80% increase from 2023. Based on recent final investment decisions (FIDs), spending could rise by more than 80% in 2025 to nearly USD 8 billion.In 2024, capital spending was almost evenly split between electrolysis and carbon capture, utilisation and storage (CCUS)-equipped hydrogen production.
