Portugal is supporting decarbonisation through a wide variety of measures, such as, coal-fired generation was phased out in 2021. Portugal is further developing its large hydropower fleet, including additional capacity of pumped hydro storage. Portugal is an international leader for integration of wind generation, and auctions are driving rapid deployment of PV and battery storage. Portugal is pushing for better electricity interconnections with the rest of Europe. Portugal’s National Energy and Climate Plan sets 2030 targets for emissions reductions, energy efficiency and renewable energy that aim to put the country a path to achieving cost effective carbon neutrality…

Portugal 2026 Policy recommendations for Portugal
…2030 (vs. 2005 levels) and achieving climate neutrality by 2045. Strong progress has been made, with emissions down 43% in 2024, driven mainly by decarbonisation of electricity supply. Portugal is now entering a mid-transition, in which further progress will depend increasingly on end-use sector decarbonisation, where emissions remain high and structural declines have yet to materialise. To stay on track to meets its goals, Portugal needs to translate its strategic ambitions into a coherent, co-ordinated national roadmap, such as the Roadmap for Carbon Neutrality, which is under review in 2026. While the NECP identifies clear objectives, the…

Electrification can strengthen Portugal’s energy security and economic resilience
…Portugal’s electricity generation now has one of the lowest carbon intensities among IEA Member countries. This has strengthened the country’s energy security and reduced reliance on imports, according to the new Energy Policy Review by the IEA. However, greater progress on electrification of end uses in sectors such as transport, buildings and industry – as well as improvements in network infrastructure – will be required to fully realise these benefits while also reducing reliance on energy imports and exposure to price volatility, according to the report. “Portugal has built a strong foundation through rapid progress in renewable electricity,” said IEA…

Portugal 2026 Executive summary
…shocks. Electricity is becoming the central pillar of energy security and the main driver of emissions reductions.Portugal has established an ambitious direction for its energy transition through a series of strategic policy documents centred on the National Energy and Climate Plan (NECP). The NECP sets ambitious 2030 greenhouse gas (GHG) emissions reduction targets that aim to put the country on a pathway to climate neutrality by 2045. It also outlines measures to increase the deployment of renewable electricity and deliver broad end-use electrification. Portugal needs to translate its strategic objectives into co-ordinated delivery across all sectors. Although…

Portugal National Energy and Climate Plan
Portugal’s NECP 2030 is primarily focused on the short-term horizon up to 2030, setting out a comprehensive set of targets, policies and measures in order to achieve the national climate and energy goals. At the same time, it establishes a clear trajectory towards focuses on achieving carbon climate neutrality by 2045 by promoting renewable energy (targeting 51% share by 2030), reducing GHG emissions by 55% compared to 2005, improving energy efficiency with limits on final and primary energy consumption, and strengthening electricity interconnections. It prioritizes electrification, advanced biofuels, renewable hydrogen, and circular economy. The plan integrates climate, energy…
