National Energy and Climate Change Plan
Romania has updated its National Energy and Climate Change Plan, aiming for net zero emissions by 2045 and targeting 38% renewable energy consumption by 2030. The plan includes developing wind, solar, and biomass energy, expanding nuclear capacity with new small modular reactors, and decommissioning coal-fired power plants by 2032. Provision of Guaranteed Energy Services (GES) - private sector (I008)
Legislative framework for guaranteed energy services established in §§15–19 of Act No. 321/2014 on Energy Efficiency. GES enables complex energy projects using future energy and operating cost savings, which are guaranteed. Unlike GES in the public sector, possibilities for GES in the private sector are wider as they are not constrained by strict Eurostat methodology. GES providers are listed in a register maintained by the Ministry of Economy and SIEA.

Resolution No. 103: State Program "Energy Saving" for 2021-2025
The State Programme "Energy Saving" (2021-2025) aims to reduce hydrocarbon dependence, enhance energy efficiency, and strengthen national energy security. Primary goals include restraining gross energy consumption and maximizing the use of domestic resources and renewables (RES). Key 2026 targets involve reducing GDP energy intensity by at least 7% compared to 2020 and achieving savings of 2.5-3.0 million tons of equivalent fuel. Additionally, the programme seeks to maintain a local energy share of at least 16.1% and increase the RES share to 7-8%. Implementation focuses on industrial modernization and expanding renewable infrastructure.
