Implementation of the CHP Directive
Decree-law 23/2010 transposes into Portuguese Law Directive 2004/8/CE of the European Parliament and the Council of 11 February, on the promotion of cogeneration based on a useful heat demand in the internal energy market. It aims to increase energy efficiency and security of supply by creating a framework for the promotion and development of high efficiency cogeneration of heat and electricity based on useful heat demand and primary energy savings in the internal energy market.

In Estonia, municipalities are responsible for the operation and development of local energy utilities providing heat supply. Although the district heating utilities have been privatised in many cases, a number of utilities are still under the control of municipalities, as their economic performance is not good due to poor consumer purchase power and low efficiency of the district heating systems.
