The Buildings Programme
The Buildings Programme launched in 2010 aims to significantly reduce the energy consumption and CO2 emissions of the Swiss building stock. Efforts include replacement of fossil fuels based heating systems or efficient use of thermal insulation building envelop. It is financed by funds collected from CO2 tax as well as cantonal subsidies. As part of the 2027 budget relief programme, the Swiss Parliament decided to extend the Buildings Programme subsidies until the end of 2034 for replacing fossil-fuel heating systems and improving building energy efficiency, with an annual budget of CHF 410 million. Existing Buildings Programmes
Three types of programmes for improving the energy efficiency of existing buildings have been in place since 1975:
-- Decision-making assistance aimed at encouraging owners to carry out energy saving improvements, in particular through a thermal diagnostic tool.
-- Regulation and standardisation of components with, in particular, the regulation of boiler performance as from 1975.
-- Investment assistance, subject to various terms and conditions such as direct subsidies or tax incentives. Grant for Solar Heating
In June 2000, The Swedish government introduced an investment support scheme for solar heating. Grants were available for solar heating investment in homes, apartments, and certain other buildings.The grant for solar heating systems was paid to residential premises, and those not used for commercial or industrial purposes. The grant amount was proportional to the estimated annual production of the solar panels. Public Sector Decarbonisation Scheme
Up to GBP 635 million of government funding made available to public sector organisations so they can install low carbon heating, such as heat pumps, and energy efficiency measures including double glazing and loft insulation. The funding is available through the Public Sector Decarbonisation Scheme with organisations such as NHS Trusts, schools and local authorities able to apply for grants from September 2022.A second year of Phase 3c delivery in FY 25/26 funding was confirmed via the Autumn Budget on 30 October 2024.
