The Netherlands is aiming for a rapid transition to a carbon-neutral economy that supports strong economic growth and energy security. To drive this transition, the government’s energy and climate policy focuses on bringing down greenhouse gas emissions, with targets to reduce them by 49% by 2030 and by 95% by 2050, compared with 1990 levels. The country’s 2019 Climate Agreement defines policies and measures to support the achievement of these emissions reductions and was developed through a collaborative process involving parties from across Dutch society.

The Netherlands’ Effort to Phase Out and Rationalise its Fossil-Fuel Subsidies
…tax exemptions or reductions, benefitting both the production and consumption of fossil fuels. Together, they amount to at least EUR 4.48 billion of revenue forgone for the government. It finds that the Netherlands is to be commended for the pragmatism and innovativeness of its energy policy. It has provided the country with secure energy supply and economic benefits arising from competition but with due regard paid to environmental issues. The major challenges are the reorganisation of the gas market structure and curbing the growth of energy demand in the transport sector.

…for the long term. But efficient markets are also important to the Dutch. In the electricity and gas industries, full retail competition is to be introduced on an accelerated schedule in 2004. Since competition was introduced into the power market in 1998, the necessary institutions and secondary legislation have been put in place, making the market highly competitive. Three out of the four large generators in the country have been sold to foreign utility investors. There is room for improvement in the rules for the allocation of interconnector capacity, to be found in co-operation with the Netherlands’ European neighbours.

IEA Support to Accelerating Renewable Energy Permitting (ARPE)
…IEA implemented the “Accelerating Renewable Energy Permitting” (ARPE) action. Clean Energy Transitions in the Greater Horn of Africa
