Energy Policies of IEA Countries: Portugal 2016 Review
…strategy should accommodate regular independent reviews and monitoring tools to examine implementation of energy policy to ensure that it remains relevant and cost-effective. Following the economic crisis, Portugal was left with a substantial tariff deficit as retail electricity tariffs were set below costs, including subsidies to renewables. Portugal’s plan to address the tariff deficit was the outcome of a negotiation process with industry stakeholders. Eliminating the tariff debt by 2020 is a significant challenge. The government must ensure swift implementation of all reform proposals and continue its efforts to identify further potential cost-saving measures in the energy…

Energy Policies of IEA Countries: Portugal 2009 Review
…have been successfully implemented, including greater diversification of the energy mix and increased energy policy co-ordination. A new National Energy Strategy, published in October 2005, identified three principal means for meeting Portugal’s policy goals: the promotion of renewable energy, increased energy efficiency and competition in energy markets. Over a short period of time, Portugal has become a leader in terms of renewable energy development. Well-designed incentive mechanisms and the adoption of ambitious targets ensure hydro, wind and other technologies will continue to grow. The National Action Plan for Energy Efficiency was enacted in 2008, and Portugal aims…

…demand and a rapid expansion of renewable electricity generation, along with increased energy efficiency. There is a strong focus on reducing energy import dependency and maintaining affordable access to energy. In the longer-term Portugal is aiming for hydrogen to play a major role in achieving carbon neutrality.
Portugal has made notable progress on decarbonising electricity generation and on electrification of building energy demand, however, the country’s energy mix is still dominated by fossil fuels. The transport, industry and buildings sectors all have considerable work ahead of them to meet Portugal’s targets for increasing the share of renewables…

Portugal 2026
Energy Policy Review Government action plays a pivotal role in ensuring secure and sustainable energy transitions. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to their country’s specific needs, adapt to regional contexts and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review was prepared in partnership between the Government of Portugal and the IEA. It draws on the IEA’s extensive…

Energy Policies of IEA Countries: Portugal 2006 Review
…the energy process as a whole, reducing its environmental impacts on a local, regional and national level. The major strategic guidelines, established to achieve these three objectives, include the liberalisation of the electricity, gas and fuel markets; creation of a competitive structural framework; growth of renewable energy supply; promotion of energy efficiency; an efficient and environmentally sound public supply of energy; reorganisation of the energy sector tax and incentive systems; energy perspective and innovation; and communication, awareness and assessment of national energy strategy. The new strategy provides for the restructuring of the energy sector, by expanding the scope of activity…

Energy Policies of IEA Countries: Portugal 2004
Energy Policy Review Energy Policies of IEA Countries: Portugal 2004 The International Energy Agency's comprehensive review of Portugal's energy policies and programmes for 2004. The report finds that while security of gas supply has received a lot of attention in Portugal, progress towards compliance with the IEA emergency stock rules should be carefully monitored. Another concern is that energy demand is growing faster than the economy. The political initiative to establish an Iberian electricity market with Spain could increase competition in Portugal but implementation is behind schedule.

Energy Policies of IEA Countries: Portugal 2000
Energy Policy Review Energy Policies of IEA Countries: Portugal 2000 The International Energy Agency's 2000 review of Portugal's energy policies and programmes. It finds that Portugal produces little energy, all of it from renewable sources. But Portugal’s energy consumption is growing apace, and the country is increasingly dependent on imported energy. Portugal’s energy companies have been restructured and the government has begun the process of privatising them. In April 1999, the government set up a holding company called “Petróleos e Gás de Portugal, SGPS, S.A.” (GALP) combining Gás de Portugal and Petrogal, the national oil…

…Electricity infrastructure Network: transmission and distribution In 2020, Portugal’s electricity system consisted of a nationwide transmission system composed of very-high voltage lines connected to Spain with nine cross-border interconnections, and a distribution system composed of high, medium and low voltage lines and cables operated by 13 distribution system operators (DSOs). To deal with the integration of new renewable generation, the transmission network has recently been improved. At the end of 2020, the national transmission network comprised 9 036 km, of which 2 711 km were at 400 kV, 3 780 km at 220 kV and 2 545…

Portugal Climate Resilience Policy Indicator
Country summary Across all Portugal’s regions, average annual air temperature has risen more than 0.3°C per decade since the 1970s. This upward trend is expected to persist throughout the 21st century, and the number of very hot days and tropical nights is also projected to be higher than during 1971-2000. The temperature rise could affect the country’s energy supply by reducing the generation and efficiency of thermal power plants as well as the electricity grid’s efficiency and maximum transmission. Higher temperatures could also affect energy demand by prompting the wider use of air conditioning, placing…
