Partner Country Series - Gas Pricing: China’s Challenges and IEA Experience
…term, but notable challenges remained, particularly concerning gas pricing and the institutional and regulatory landscape. While China’s circumstances are, in many respects unique, some current issues are similar to those a number of IEA countries have faced. This report highlights some key challenges for China in its transition to greater reliance on natural gas, then explores in detail relevant experiences from IEA countries, particularly the United Kingdom, the Netherlands and the United States as well as the European Union. Preliminary suggestions about how lessons learned in other countries could be applied to China’s situation are offered as well.

Fuel economy in Italy
Market profile and analysis of fuel consumption trends With close to 2.1 million light-duty vehicles (LDVs) sold in Italy in 2019, LDV sales were 3% below 2017 levels. Italy in 2017 had an average fuel consumption for new LDVs that was lower than France, Ireland and the Netherlands. However, with an average fuel consumption of 5.7 litres of gasoline equivalent per 100 kilometres in 2019, fuel consumption levels in Italy surpassed those LDV markets. Nevertheless, average fuel consumption of new LDVs in Italy was 20% below the global average in 2019.Fuel consumption of new LDVs decreased…

Renewables 2020
Analysis and forecast to 2025 In May 2020, the IEA market update on renewable energy provided an analysis that looked at the impact of Covid-19 on renewable energy deployment in 2020 and 2021. This early assessment showed that the Covid-19 crisis is hurting – but not halting – global renewable energy growth. Half a year later, the pandemic continues to affect the global economy and daily life. However, renewable markets, especially electricity-generating technologies, have already shown their resilience to the crisis. Renewables 2020 provides detailed analysis and forecasts through 2025 of the impact of Covid-19 on renewables in…

Energy Policies of IEA Countries: Italy 1999
Energy Policy Review Energy Policies of IEA Countries: Italy 1999 This IEA report provides a comprehensive, in-depth assessment of the energy policies of Italy, including recommendations on future policy developments. The Italian government is undertaking major reforms in the energy sector. It has started to decentralise energy policy, giving more responsibilities to regions and local authorities. Thus, co-ordination across regions and with the national government is becoming an important issue. In February 1999, competition was introduced in the electricity sector. The Government is also preparing a Legislative Decree to implement the EU Directive on natural gas. In enforcing…

Energy Policies of IEA Countries: Italy 2016 Review
Italy has made strong progress in the development and implementation of energy policy. The most notable improvement has been the development and implementation of a comprehensive long-term energy strategy. The publication of the National Energy Strategy in 2013 sent a strong signal to stakeholders as to the government’s medium- and long-term objectives for the energy sector. It established clear goals: reduce energy costs, meet environmental targets, strengthen security of energy supply and foster sustainable economic growth. Nonetheless, the adoption of the Strategy is only a first step towards achieving the government’s ambitions. Monitoring implementation and maintaining…

Energy Policies of IEA Countries: Italy 2003
Energy Policy Review Energy Policies of IEA Countries: Italy 2003 The International Energy Agency's 2003 review of Italy's energy policies and programmes. This review finds that Italy has made substantial progress in implementing electricity and gas market reforms. The gas market is now fully opened to competition and the electricity market is proceeding towards full opening. The government has reduced its shareholding in ENEL and Eni. New market institutions, notably an energy sector regulator, are now operational. Italy ratified the Kyoto Protocol in June 2002 and launched a national strategy to mitigate climate change in December 2002.

Energy Policies of IEA Countries: Italy 2009
Energy Policy Review Energy Policies of IEA Countries: Italy 2009 This review analyses the energy challenges facing Italy and provides sectoral critiques and recommendations for further policy improvements. The Italian government has made substantial progress in a number of sectors since the last IEA in-depth energy policy review in 2003. The success of the green certificate and white certificate schemes and continued reform of the electricity and natural gas supply markets are just a few examples and build on the recommendations contained in the previous review. Nonetheless, many challenges remain. Italy recognises the need to diversify its energy supply…

Italy 2023
Energy Policy Review The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.Since the last review in 2016, Italy has raised its climate ambitions by aiming for carbon neutrality by 2050, and the country is on track to reach its 2030 targets for emissions reductions and energy efficiency. The government has taken encouraging initial steps to overcome the long permitting procedures, administrative burdens and increasing local opposition that have delayed new renewable installations. Italy…

China's Power Sector Reforms: Where to next?
China's Power Sector Reforms: Where to next? In 2005, China added the equivalent of all the power plants in Norway and Sweden to its electricity generating capacity - and its remarkable demand growth shows no sign of abating. But how can the government best assure affordable and environmentally sustainable electricity supply in the future? Assessing the current state of electricity regulation in China, this report draws on experience elsewhere to explore how better to develop and communicate strategy, how to moderate growth in demand through increased efficiency, how to integrate environmental goals into planning and operation, how to ensure sufficient…

Oil and Gas Emergency Policy: Italy 2010 update
Oil and Gas Emergency Policy: Italy 2010 update In 2007, the IEA published Oil Supply Security: Emergency Response of IEA Countries 2007. This report provided an overview of the IEA oil emergency response system and a detailed look at the specific systems in each IEA country for responding to an oil supply crisis. The report represented the findings of a five-year review cycle of the emergency response mechanisms in IEA member countries. Since the 2007 publication, the IEA has started a new cycle of reviews which now includes reviewing gas emergency policies. Rather than waiting for the completion of…
