Clean Energy Transitions in the Greater Horn of Africa

…is committed to developing clean, reliable and affordable energy systems, which are essential for achieving sustainable development objectives. It is also committed to helping African countries use energy sector transformation to cope with and recover from crises such as the Covid‑19 pandemic and the Russian Federation’s (“Russia” hereafter) invasion of Ukraine, which have destabilised economies and energy systems. This can be done by improving data, informing decision making and guiding policy implementation, in collaboration with local, regional and international institutions. This report focuses on the eight countries in the greater Horn of Africa region, here defined as Djibouti, Eritrea, Ethiopia…

Kenya electricity access solutions by type in the Africa Case Kenya has seen one of the fastest increases in electrification rates within sub-Saharan Africa since 2013: by 2018, 75% of the population had access.Kenya aims to reach full access by 2022; the grid would be the principal least-cost solution for the majority of the population (mainly in the south) still lacking access. Ethiopia is currently heavily reliant on hydropower; plans to increase capacity to 13.5 GW by 2040 would make Ethiopia the second-largest hydro producer in Africa.Providing electricity access to all and electrifying productive uses will lead to a fivefold increase in generation in the STEPS, and an even bigger increase in the AC; solar PV and geothermal account for almost 45% of the power mix by 2040 in the AC. The Covid-19 crisis is reversing progress on energy access in Africa

…resulting in a lack of financing available for expanding and improving electricity infrastructure. In Uganda, for instance, public subsidies for the electricity access programme have been put on hold, while in South Africa, authorities had to redirect funds to health and welfare programmes and facilities at the expense of expanding rural electrification.Furthermore, private companies deploying decentralised energy solutions like solar home systems and mini-grids have faced operational and financial challenges because of the pandemic. In large countries like Ethiopia, lockdown measures have affected distribution chains and reduced sales by 20% in the first half of 2020 compared with…

The report assesses progress, opportunities and challenges for energy efficiency across four key areas: Buildings, Appliances, Clean Cooking and Electricity System Losses. The report gives suggestions on potential policy actions that can be taken to enhance progress, drawing on case studies and examples from Kenya and other countries in Africa and globally. It represents part of the IEA’s growing collaboration with Kenya in the build-up to the IEA’s Energy Efficiency in Emerging Economies Training Week and 9th Annual Global Conference on Energy Efficiency, which will take place in Nairobi in March and May 2024 respectively.

Energy Policy Review Government action is pivotal in building secure, inclusive and sustainable energy systems. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to national specific needs, adapt to regional contexts, and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review of Kenya was prepared in collaboration between the government of Kenya and the IEA, whose strong partnership achieved an important milestone in…

Integrating Variable Renewable Energy in Kenya

Key challenges and strategic priorities Building on its renewable energy success, Kenya is now focused on managing a secure and reliable electricity system. With nearly 90% of the generation mix derived from renewable sources and electricity access rising from 37% in 2013 to 79% in 2025, the country has established itself as a regional leader in energy development.Integrating Variable Renewable Energy in Kenya explores how Kenya can strengthen its power system amid rising shares of variable renewable energy (VRE). The report identifies Kenya’s system to be operating in Phase 3 of the IEA’s VRE integration framework, where…
